Structures Maintenance Engineer
SALARY: S4 (SCP 26-28) (£36,124 – £37,938)
LOCATION: one of the following office locations:
Bangor, Conwy, Halkyn, Dolgellau, Newtown, Llandrindod Wells neu/or Aberaeron
(Hybrid working from home will be available)
To assist the Senior Structures Maintenance Engineer and Structures Manager in managing the Trunk Road Structures inspection and Structures Routine Maintenance programmes for approximately 2400 structures. Taking a leading role to ensure successful delivery to the specified requirements of the Welsh Government Trunk Road Maintenance Manual and CS 450.

Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
To assist the Senior Structures Maintenance Engineer in managing the Trunk Road Structures Inspection programme for approximately 2400 structures, under the guidance of the Structures Manager to ensure successful delivery to the specified requirements of the Welsh Government Trunk Road Maintenance Manual and CS 4503 in terms of cost, time and quality.
•To assist the Senior Structures Maintenance Engineer in managing the Structures Routine Maintenance programme for approximately 2400 structures. To develop specialist expertise to ensure efficiency of maintenance operations is maximised. Take a leading role and be innovative in overall inspection and maintenance service delivery within the Bridge Management Unit.
•To manage junior staff.
•To develop a personal expertise and be active in the implementation of project management techniques and systems (eg PRINCE2, NMWTRA & WG systems) that will ensure that the Unit delivers value for money.
•To manage flexible project teams, within the Unit and the Service as a whole, and provide leadership to junior team members
•To assist in the financial control of service delivery and give financial feedback to the Senior Structures Maintenance Engineer and Structures Manager on delivery issues at regular intervals.
•To assist the Senior Structures Maintenance Engineer in managing the role of project sponsor in commissioning and management of consultants and contractors. To assist in the resolution of contractual matters with organisations such as contractors & consultants
•To be aware of and act upon new procedures introduced in accordance with NMWTRA policies and procedures as well as national developments
•To fulfil requirements of health and safety and environmental legislation.
Responsibility for functions
•All equipment, vehicles and systems relevant to the duties.
•Staff management for Structures Technicians.
•Assisting in the management of Inspection and related maintenance budgets.
•To acquire and maintain an up to date knowledge of:
•current best practice in inspection and maintenance issues.
•method of procurement for external contractors and consultants necessary to meet service delivery requirements.
•technical standards and developments (including computer systems currently in use), and professional and statutory responsibilities (including e.g. those under the Health and Safety at Work etc. Act, 1974, Wildlife & Countryside Act 1982, Habitat Regulations 1994 and appropriate Regulations e.g. CDM regulations) and of their application relevant to the work and functions being carried out.
•to supervise subordinate staff.
•to deputise for the immediate superior in his/her absence.
•ensure that the NMWTRA meets the requirements of the Welsh Government.
•to assist the Senior Structures Maintenance Engineer to financially manage inspection and maintence service delivery within available budgets.
•the post holder is expected to be aware of the requirements of Health and Safety and to collaborate with the Agency’s Health and Safety and Quality Assurance Manager to ensure that the Unit complies with the relevant requirements.
Main duties
•In accordance with CS 450 and the National Highway Sector Scheme 31, to actively progress towards certification at ‘Inspector’ or ‘Senior Inspector’ level through the Bridge Inspector Competency Scheme.
•Develop and maintain a practical and professional relationship with Welsh Government representatives, NMWTRA Partner Authority Service Providers, external Contractors and Consultants both framework and non-framework.
•to assist in the preparation of cost estimates, carry out risk assessments, plan inspection staff requirements, produce programmes and expenditure forecasts. Monitor actual progress against forecasts and take necessary remedial action.
•to undertake Highway Structures Inspections and manage structure routine maintenance work.
•assist in the monitoring the Agency strategic objectives to ensure optimum performance of the Unit and that key targets are achieved.
•to act as the Supervisor for Routine Maintenance functions when required.
•to undertake the duties assigned to NMWTRA under CDM Regulations.
•the supervision of financial, administrative and technical control of highway structure maintenance activities.
•to develop an expertise in inspection and maintenance related computer systems and software e.g. WG IRIS and assist the Senior Structures Maintenance Engineer on these matters within the Unit to optimise performance of the Bridge Management Unit.
•to liaise with other organisations including WG, statutory undertakers, other authorities and individuals concerning all aspects of the Service delivery.
•to supervise and guide the work and development of subordinate staff.
•to report to, and receive instructions from senior staff, other relevant administrative and professional duties commensurate with the seniority of the post.

•the requirement to work outside office hours when programme and road space constraints require. E.g. night time and weekend road, tunnel closures. Potential to work during weekends when for example rail bridge access is available.
