SALARY: S4 (£34,834 - £36,648)
LOCATIONS - one of the following office locations
Newtown (Powys), Llandrindod (Powys), Aberaeron (Ceredigion)
The successful applicants will manage and implement a range of soft estate inspections, ecological surveys, environmental asset inventory and environmental maintenance activities for the trunk road network in accordance with Welsh Government requirements.

Job Description
Purpose of the Post.
• Manage and implement a rolling programme of soft estate inspections and ecological surveys for the trunk road network.
• Manage the soft estate inventory and identification of ecological assets.
• Manage programmed, routine and reactive maintenance activities associated with the soft estate and environmental management.
• To meet NMWTRA obligations under Section 41, “Duty to maintain highways maintainable at public expense” and Section 58 “Special defence in action against a highway authority for damages for non-repair of Highway” of the Highways Act 1980.
• To assist Environmental Co-ordinators and Ecologists with implementing the requirements of environmental legislation and Welsh Government (WG) policy.Responsibility for functions . e.g. staff, budgets, equipment

Management• To deputise for the Ecologist or Environmental Co-ordinator when required.
• To manage external service providers (consultants / designers as a Project Sponsor and contractors).
• To manage relationships and liaison with environmental partners and stakeholders.
• To assist and advise the Environment team and Welsh Government regarding improvements to biodiversity, landscape or environmental management.Inspection Function
• To assist with the management of environmental inspections including of the soft estate on the trunk road network in accordance with the requirements of the Welsh Government Trunk Road Maintenance Manual (WGTRMM) and Welsh Government asset management systems.
• Assist with or undertake inspections for other highway asset types e.g. highway boundaries or environmental / noise barriers when required.
• To acquire expertise in using the network referencing system by understanding the Road Maintenance Management System (RMMS) link-section-node system and documentation managed by the Inspection team.
• Identify, risk assess and prioritise asset defects, injurious weeds, invasive species and plant diseases.
• To assist the Arboricultural Officers in the survey and management of hazardous trees under s154 Highways Act and the tree management database when required.
• To programme and undertake relevant inspections (cyclic, reactive) to comply with WGTRMM.
• Informing the NMWTRA Environment team, Operations team and Route Management teams as soon as practicable to enable WGTRMM Category 1 defects to be ‘made safe’.
• Liaise with landowners or stakeholder organisations (e.g. Natural Resources Wales [NRW] or local authorities) regarding environmental issues located adjacent to the trunk road.
• To assist the Police, enforcement bodies and Third Party Claims team by investigating pollution claims, damage or disturbance to ecosystems or protected species.Ecological & Environmental Survey Function
• To assist with the management of ecological surveys on trunk road network in accordance with the requirements of the Welsh Government Trunk Road Maintenance Manual (WGTRMM) and Welsh Government asset management systems.
• To arrange surveys and manage records for protected species, pollinators and liaise with external bodies e.g. www.cofnod.org.uk
• To assist and liaise with the NMWTRA Delivery & Inspection Unit or others regarding ecological surveys required as part of capital improvement projects e.g. site inspection for Japanese Knotweed,
• To arrange for specialist ecological surveys by the NMWTRA supply chain e.g. licenced bat surveyors.
• To arrange for specialist environmental surveys by the NMWTRA supply chain e.g. water quality monitoring / testing or pollution detection to meet the requirements of The Water Environment (Water Framework Directive) (England and Wales) Regulations 2003.Maintenance & Improvement Function
• Manage the procurement, commissioning and implementation of programmed, routine and reactive maintenance functions associated with the soft estate, for example:
o Annual programme for managing invasive species and injurious weeds (as per the Weeds Act 1959).
o Pollution mitigation measures to implement The Environmental Damage (Prevention and Remediation) (Wales) Regulations 2009.• To assist and provide emergency incident management support to the emergency services and NMWTRA in the event of a pollution incident.
• Manage defect repairs and routine maintenance functions within available budgets and roadspace constraints.
• To provide support to NMWTRA teams and supply chain to manage the risks of damaging or disturbing ecosystems in particular the implementation of the Manual for Contract Documents for Highway Works (MCHW) Series 3000 Landscape and Ecology.
• To support the Environmental Co-Ordinators and Ecologists in the delivery of Welsh Government biodiversity objectives and Ministerial initiatives (e.g. Green Corridors) to meet Environment Act (Wales) 2016 requirements.
• Assist in the management of the NMWTRA Environmental Risk Database.Inventory Function
• Undertaking inspections and surveys for the creation of soft estate inventory information detailing new and existing assets in accordance with WGTRMM including woodlands, grasslands, water bodies, amenity areas, biodiversity assets (such as bat boxes, badger tunnels, hibernacula). The survey data is to be recorded in WG asset management systems.
• Undertaking inspections and surveys for the creation of ecological inventory information detailing new and existing soft estate assets in accordance with WGTRMM. The survey data is to be recorded in WG asset management systems.
• To assist NMWTRA in the management of land asset and highway boundary information using Geographic Information Systems.General
• To supervise and provide guidance on work undertaken by service providers.
• To communicate effectively and courteously with elected members, the public, members and Welsh Government officers and other external organisations and bodies.
• To deal with complaints and enquiries in a courteous and professional manner whilst out on site and in the office.
• To co-operate and liaise with staff from other Departments of the Council and Partner Authorities in order to promote the effective management of NMWTRA.
