To undertake specialist inspections including, Detailed VRS, Drainage and Geotechnical Inspections on the trunk road network in accordance with the Welsh Government Trunk Road Maintenance Manual (WG-TRMM) and Welsh Government Integrated Roads Information System (IRIS) requirements. These posts will provide opportunity for further education to ONC, HNC and potentially degree level in civil engineering on a day release basis.

Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Carry out Safety and Asset Condition Inspections to WG TRMM requirements for the following asset types:
•Vehicle restraint systems (VRS)
•Drainage systems
•Geotechnical assets
•Other assets as identified
•Assist the Inspection Engineer in managing routine and reactive maintenance activities associated with the above asset types
•To meet NMWTRA obligations under Section 41,“Duty to maintain highways maintainable at public expense” and Section 58 “Special defence in action against a highway authority for damages for non-repair of Highway” of the Highways Act 1980.
•To assist the Inspection Engineer with implementing the requirements of the Regulation 13 Inspection Entity requirements in respect of highway assets under the Road Tunnel Safety Regulations 2007 (as amended 2009).
•Undertake the on-road and back office functions associated with highways asset specialist inspections and maintenance functions.
Responsibility for functions

Main duties
Inspection Function
•To undertake specialist inspections including, Detailed VRS, Drainage and Geotechnical Inspections on the trunk road network in accordance with the Welsh Government Trunk Road Maintenance Manual (WG-TRMM) and Welsh Government Integrated Roads Information System (IRIS) requirements.
•To acquire expertise in using the network referencing system by understanding the Road Maintenance Management System (RMMS) link-section-node system and documentation.
•Identify, risk assess and prioritise WG-TRMM defects.
Undertake relevant inspections (programmed or reactive)
•Generate Works Order information for defects with an estimated measure as required by the inspection data capture software in the IRIS system.
•Informing Assistant Route Managers, Traffic Officers, NWTMC or Emergency Services to enable Category 1 defects to be ‘made safe’ as soon as appropriate to do so.
•Inspecting, identifying and raising Section 81 New Roads & Street Works Act defects associated with utility reinstatements and raising associated Category 1 defect Works Orders for management by Assistant Route Managers / Partner Authorities.
•Liaise with Assistant Route Managers in respect of undertaking inspections, and making safe defects.
•To assist the Third Party Claims & Development Control Manager in dealing with claims.
Maintenance Function
•Assist the Inspection Engineer in managing the commissioning and implementation of programmed, routine and reactive maintenance functions associated with the above asset types.
•Generate Works Order information for defects with an estimated measure as required by the inspection data capture software in the IRIS system.
•Assist the Inspection Engineer in managing category defect repairs and routine maintenance functions within available budgets and roadspace constraints
Inventory Function
•Undertaking surveys for the creation of asset inventory information detailing new and existing highway assets in accordance with WG-TRMM. The survey data is to be recorded on IRIS.
•Contribute to the maintenance of the network referencing system, including amending, updating and creating pages of the link-section-node documentation. Identify and report defects to the documentation or on-road marker system to the Asset System Officer.
RMMS (IRIS) Technical Administration
•Record, validate, edit and upload inspection and survey data into the IRIS system including specialist inspection data. This will include supporting information for Category 1 Works Order generation (e.g. photographs and preliminary measures).
•Provide “uncompleted defect” reports and other supporting information to the Operations Unit as required.
•Assist the Inspection Engineer with ad hoc project based Operational or Asset Reports from surveys, IRIS or other databases for the Delivery & Inspection Unit, Business Unit, and Operations Unit, Welsh Government and Others.
General
•To supervise and provide guidance on work undertaken by service providers.
•Proactively undertake a wide range of administrative duties including data inputting, general filing, photocopying and word processing
•To communicate effectively and courteously with elected members, the public, members and Welsh Governmentofficers and other external organisations and bodies.
•To deal with complaints and enquiries in a courteous and professional manner whilst out on site and in the office.
•To co-operate and liaise with staff from other Departments of the Council and Partner Authorities in order to promote the effective management of NMWTRA.
•To be responsible for self-development
•Undertake any other proportionate and reasonable duties that correspond with the salary level and responsibility level of the post as required by the line manager.

Health & Safety and Environmental
•To comply with health & safety aspects of the inspection team including implementing risk management through compliance with for example established safe systems of work and operational risk assessments.
•To ensure that health, safety, environmental risk assessment processes are fully considered in all aspects of the work of the Highways Asset Inspection Service such as traffic management.
•It is the responsibility of every employee within the Agency to comply with the Health and Safety, environmental and quality policies as defined within the Agency Integrated Business Management System.
•Ensure that Health and Safety at Work and environmental legislation and policies are strictly adhered to.
•Undertake personal Health and Safety responsibility at all times.
•The post holder is expected to be aware of the requirements e.g. the Health and Safety legislation and to cooperate with the Council’s Health and Safety Manager to ensure compliance with the relevant requirements.

•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
