Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Lead on the development and implementation of the Council's Strategic Workforce Planning framework, using evidence and data to ensure that the Council has the right workforce, with the right skills, in the right place and at the right time.
•Provide specialist guidance in that area of workforce planning, supporting services to anticipate future workforce needs and develop sustainable action plans to respond to demographic, legislative and service challenges.
•This role will prioritise Social Services but will work within the Council's Strategic Workforce Planning framework to ensure medium and long-term action plans.

Main duties
•Lead on the development and implementation of the Council's Strategic Workforce Planning programme, using appropriate project management and change management approaches to ensure the delivery of the expected outcomes and benefits.
•Work collaboratively between Human Resources and Social Services to deliver the objectives of the work programme.
•Lead on the collection, analysis and interpretation of workforce data to assess trends, risks and opportunities that affect workforce sustainability.
•Develop workforce forecasting models to identify critical roles and support services with medium and long-term planning – with Social Services being a particular focus.
•Lead on the production of workforce gap assessments, identifying risks in terms of capacity, skills, staff recruitment and retention, and develop appropriate mitigation plans.
•Use research and analytic skills to predict workforce needs, identifying skills gaps and recruitment challenges
•Work with service managers and strategic leaders to develop workforce plans that align with the Council's corporate priorities and future service requirements.
•Develop and implement a systematic approach to succession planning to ensure continuity of services and develop talent for key positions.
•Work closely with relevant stakeholders, building effective and influential relationships – Social Care Wales, Further Education Colleges, Universities etc.
•Provide professional advice and guidance with relevant stakeholders on staff recruitment and retention strategies, skills development and workforce remodelling.
•Establish and monitor key performance indicators for workforce planning, ensuring decisions are based on sound evidence.
•Produce a comprehensive report that provides an assessment of workforce needs and availability to formulate a work programme for the departments.
•Submit analyses and recommendations to the Workforce Planning Working Group, departmental management teams, corporate management team, cabinet members and relevant governing boards as required.
•Ensure that the programme of work achieves all necessary outputs and outcomes, within cost, time and quality limits.
•Monitor national and regional workforce-related developments and ensure that Council practices reflect best practice.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
