Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Support the Council's site managers to solve buildings’ problems.
Responsibility for functions
•Measuring equipment, camera, mobile phone etc.

Main duties
•Implement a system for repairing things that have broken or need maintenance in the Council’s buildings.
•Ensure that we do what is important to the customer, concentrating on tasks which give value.
•Implement arrangements for collecting evidence for demand and on the way we deal with it by collecting evidence from buildings’ representatives, contractors and others who could contribute to the task.
•Enquiring diligently and and comprehensively to fully understand the problems and circumstances of completing the task.
•Develop and record applications both for work on buildings and arrange for it to be done and for information on buildings and arrange for it to be given.
•Deal with applications for usual work derived from periodic service reports.
•Advise workers on site on what to do when problems arise with buildings.
•Interpret information and decide on the best course of action.
•Follow the Council’s guidelines for commissioning and managing contractors.
•Use support which adds value if you do not have the skills and information to answer the enquiry yourself.
•Record correct, clear and current information on the Council’s system.
•Collect and report feedback from contractors and customers.
•Come to understand the demand for the service through evidence.
•Act upon evidence to improve and develop the system and change the nature of the demand.
•Recognise obstacles to providing an effective and cost effective service and support the system Leader to remove the obstacles.
•Ensure that quality is a core part of every step of the work.
•Ensure ownership of applications for work from start to finish.
•Deal with invoices from contractors and follow the Council's financial implementation processes.
•Take decisions based on specialist advice on the work.
•Operate in a safe manner and conform with health and safety regulations, the Council's policies and risk management plans.
•Work within the Council’s policies and procedures concerning equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is dealt with in accordance with Data Protection statute.
•Advise and give guidance and take decisions on technical matters to other members of the team (in particular level 1) on every building in the Council’s ownership.
•Visit sites to survey buildings and to decide on the best way to deal with problems.
•Inspect work to ensure it meets with standards, in accordance with health and safety regulations, and that it represents value for money.
•Prepare work specifications and plans and appoint contractors or consultants in accordance with the Council’s financial regulations.
•Manage building projects, maintenance or adaptations.
•Commission consultants to add value as necessary. Analyse consultants recommendations, determine conclusions and implement as appropriate.
•Deal with applications for usual work derived from periodic service reports.
•Deal with maintenance calls which involve removing or treating asbestos.
•Act as Building Champion for specific buildings by managing and advising on schemes financed by the Site Manager; assist and advise on Health and Safety reports; deal with applications from the Site Managers for permission to do work (C1 + C2) and deal with the complicated maintenance demands of those buildings.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused
Special circumstances
The maintenance service is 24/7 and team members will be part of a rota to provide an out of hours service (which is not included for in basic salary). The officers will work to a rota in order to ensure sufficient presence in the office to deal with calls at any time between 8am and 5pm.
