Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Lead developments and implement systems and processes that ensure full compliance with Operator Licence requirements. The post holder will design and deliver training programmes for drivers, carry out internal audits of fleet-related services, and support continuous improvement across the authority’s transport operations.

Main duties
Compliance and Systems Development
•Develop and maintain systems to ensure ongoing compliance with Operator Licence obligations.
•Monitor changes in legislation and best practice, providing advice to the Fleet Manager and senior officers.
•Maintain accurate records of fleet operations, audits, and compliance documentation.
Training and Development
•Design and deliver training programmes for drivers and operational staff, including induction training, continuing professional development, and refresher sessions.
•Evaluate the effectiveness of training and adapt programmes to meet changing needs.
•Promote a culture of safety, professionalism, and continuous improvement.
Audit and Quality Assurance
•Plan and undertake internal audits of fleet operations within Cyngor Gwynedd, including vehicle maintenance, driver records, and operational procedures.
•Produce audit reports with clear findings and provide recommendations for improvement.
•Support services to implement corrective actions and monitor progress.
Collaboration and Support
•Work closely with service managers, workshop staff, Health and Safety, and Human Resources to ensure fleet operations align with organisational objectives.
•Represent the authority at external forums and working groups related to fleet compliance and development.
•Provide specialist advice on fleet-related matters to services and officers.
Green Fleet Plan
•Lead the transformation of the Council’s Fleet to a low-emission vehicle fleet, including creating specifications and ordering vehicles.
•Produce relevant documentation and training relating to the use of low-emission vehicles.
•Coordinate and take ownership of the Council’s internal charging arrangements, including acting as the main point of contact for officers, reviewing charging point performance, and identifying locations for new installations.
•Be responsible for charging equipment installed on Council sites for fleet purposes.
•Order and monitor the use of charging cards and report as required on green vehicle performance.
•Identify opportunities across the Council to reduce the fleet or achieve cost savings.
General
•Be aware of Health and Safety legislation and cooperate with the Council’s Health and Safety and Quality Assurance Manager to ensure compliance.
•Undertake other responsibilities commensurate with the role as directed by the Senior Manager.
•Be responsible for information management in line with the Council’s standards and guidelines. Ensure personal data is handled in compliance with Data Protection legislation.
•Take responsibility for self-development.
•Ensure compliance with workplace Health and Safety regulations in line with responsibilities outlined in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies relating to equal opportunities and equality.
•Be responsible for information management in accordance with Council standards and guidelines. Ensure personal information is processed in compliance with Data Protection legislation.
•Commit to reducing the Council’s carbon emissions in line with the Carbon Management Plan and encourage others to act positively towards reducing the Council’s carbon footprint.
•Undertake any other equivalent and reasonable duties consistent with the salary level and level of responsibility of the post.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The role may require working outside normal working hours to meet service needs and respond to emergency situations.
