Job Description
Purpose of the Post.
• Ensure that the people of Gwynedd are at the heart of everything we do.
• To contribute to ensuring that every child and young person involved with the Youth Justice Service has full access to appropriate education, training and employment opportunities.
• To work collaboratively with key partners, including schools, Careers Wales and parents/carers, to support each child and young person in reaching their full potential.
• To take a lead role in driving forward the Education, Training and Employment (ETE) Plan and monitoring its performance to improve outcomes for children and young people known to the Youth Justice Service.
Responsibility for functions . e.g. staff, budgets, equipment
• IT equipment supplied to them by the service for the role; PC, mobile (SMART) telephone
• The post holder will have access and responsibility for the use of the services pool cars.
• They will have access and responsibility for various resources for the delivery of Interventions, i.e .Laptops, Tablets, Citrix.
• Responsibility for a small Resource Budget for development purposes
Main Duties
• To work with senior education leaders and school staff to ensure that all children and young people known to the Youth Justice Service have access to an appropriate education, training or employment offer.
• To work with members of the Youth Justice management and staff to ensure that YPs receive the support to participate and engage with their education offer.
• To contribute towards the strategic planning of educating children who are in the Justice System and promote a high standard of communication and co-ordination between the Education Department, schools, training and employment organisations and Youth Justice
• To facilitate effective communication between education providers and justice partners, ensuring appropriate risk management arrangements are in place to support children and young people to remain engaged in education wherever possible.
• To promote corporate awareness of developments in research, legislation and guidance concerning education, training and employing children in the Justice system
• Identify and disseminate information to Youth Justice staff regarding ETE opportunities and projects within the local area in order to improve ETE attendance, engagement and attainment.
• To provide Reports to the Youth Justice Management Team and Strategic Management Board relating to key performance indicators and analysis of the needs of young people regarding local ETE provision.
• To contribute to the development, implementation and regular review of individual education plans for children and young people.
• Provide information to Youth Justice Service Officers regarding school attendance and attainment and act as a link officer between the Youth Justice Service and schools.
• Provision of advice, guidance and support as required to Parents, Children and Young People in addressing issues of school attendance and education welfare.
• Ensure that all contacts relating to a Young Person’s Education, Training and Employment is inputted in a timely fashion into the YJS Information Management System (ChildView)
• Attend and co-ordinate the YJS ETE Panel.
• Monitor the recording of the number of ETE hours offered and attended by the Youth Justice Service cohort.
• To collate, analyse and present relevant statistical and performance information for local, regional and national monitoring purposes as required.
• Identify Children and Young People not receiving full-time education, not accessing full time training or employment within the local authority areas and ensure a plan is in place to improve access and attendance.
• To co-ordinate education/training provisions specifically with Young People’s Institutions and Secure Accommodation Units.
• Assist with the creation and delivery of School Engagement Projects (Primary and Secondary) such as ‘Crime Reduction’, ‘Staying Safe’, ‘Criminal Justice System Awareness’ programmes
• Work with other school support partners (Police, Youth Services, Health) to develop joined up and coordinated programmes that prevent exclusion or significant disruption to learning.
• To act as a secondary practitioner on cases where significant barriers to education, training or employment have been identified and where specialist ETE input is required.
• To work alongside the YJS Case Manager and external agencies seeking to reinstate or support young people to fulfil their educational or training potential.
• The post holder will maintain a small but intensive caseload (approximately 6–8 cases) requiring targeted education, training and employment interventions to address significant barriers to participation and achievement.
• Responsibility for self-development and mandatory training. It is expected that the post holder will be available for some delivery of work outside normal office working hours and some weekend activities on occasions
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
