Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To monitor and ensure the effective delivery of environmental elements of the A55 Anglesey DBFO Project as part of the Department’s Representative team on behalf of the Welsh Assembly Government.
•To provide environmental input into the functioning of the Agency in order to ensure that environmental matters are given due consideration in all aspects of the Agency’s work.
Responsibility for functions
•Responsible for budgets relating to the management of the trunk road soft estate and other environmental management programmes.
Main duties
•To take responsibility for managing ecological and landscape issues relating to the A55 DBFO contract.
•To monitor the delivery of environmental elements of the A55 DBFO Contract by the DBFO Company, and to take steps to ensure that such delivery is fully in accordance with contractual requirements.
•To work with the Environmental Coordinator in the following:
•The management of the trunk road soft estate.
•Developing, implementing and maintaining an inventory of the trunk road soft estate, and an appropriate management system.
•Advising the Agency and the Assembly on matters relating to relevant environmental and associated legislation, and on any necessary action required.
•Procuring, managing and supervising specialist environmental or ecological consultants and contractors on trunk road matters.
•Developing, implementing and maintaining an Environmental Management Plan for the Agency in accordance with Assembly requirements, and taking into account the particular requirements of documents such as TREBAP, TRMM and DRMB
•Providing input into the process of ensuring compliance with ISO 14001, Environmental Management Systems, for the Agency.
•Advising and liaising with Partner Authorities with regard to environmental issues with the aim of harmonising arrangements throughout the Agency and across the whole range of operations and activities.
•Ensuring that environmental matters are fully taken into account in the process of developing Route Management Strategies.
•In conjunction with the Network Managers and Environmental Coordinator, to develop ongoing prioritised environmental management programmes for the Agency trunk road network, to assist in the bidding process, and to manage budgets as appropriate.
•Advising on and/or arranging appropriate training on environmental issues for Agency, Assembly and Partner Authority staff as appropriate.
•Ensuring that Assembly environmental reporting requirements are met.
•Contributing towards the review of policies and standards pertinent to the business of the Agency, and establishing and monitoring performance targets as required.
•Providing advice on the direction and content of environmental and other documents produced with regard to the operation and improvement of the North Wales trunk road network as and when required.
•Represent the Agency at relevant meetings.
•In the fulfilment of the above duties, to liaise as appropriate with Assembly Officers, Partner Authorities and other relevant bodies.
•To deal with complaints and enquiries in a courteous and professional manner.
•To foster a culture of innovation and continuous improvement. In this context, to monitor developments in the industry with the aim of adopting new methods and best practice wherever appropriate.
•To work with other Agency staff in fulfilling their technical, financial and administrative duties.
•To communicate effectively and courteously with elected members, the public, members and officers of the Assembly and other external organisations and bodies.
•To co-operate and liaise with staff from the Environment Directorate, other Departments of the Council, and Partner Authorities in order to promote the effective management of the Agency.
•Responsibility for information management in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
•Other managerial, administrative, technical and professional duties commensurate with the status of the post.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Willingness to work flexible or additional hours as the work requires and for the purpose of assisting the Trunk Roads Manager in his work of providing the service.
