Purpose of Post
Ensure that the people of Gwynedd are at the centre of everything we do.
Responsibility for Resources. e.g. staff, budgets, equipment
Assist the Service Manager to manage all the Service's resources including monitoring service budgets.
Main Duties 
Assist the Service Manager to lead and manage the Occupational Health Team, by carrying out the following duties and responsibilities:
⁠LEADERSHIP
Lead Service staff by encouraging and motivating them to take ownership of Ffordd Gwynedd principles and to be accountable for ensuring that this happens.
Ensure an environment within the team that promotes and encourages the well-being of staff.
Assist the team to establish operational principles, giving consideration to relevant Acts (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.
Awareness of how the team's systems work and provide facilitation to challenge these when required.
Ensure that the team contributes to the aims of the services or other organisations that try to deliver what matters to the people of Gwynedd.
Promote the need to identify and implement future threats and opportunities including preventative measures.
Ensure they are aware of the legal and political climate that impacts the service, ensuring that team members are aware of the required elements.
Be alert to good practice within the service field and ensure that the team considers the appropriateness of this good practice for them.
Lead change within the service field where there is a need to do so.
Deal with concerns raised regarding the Service and escalate them to the attention of the Occupational Health Physician when there are concerns about clinical practice.
Ensure appropriate supervision, continuous professional development and support for the team; and if not a registered nurse, arrange appropriate professional supervision through qualified individuals.
ENABLING AND EMPOWERING
Recruit and develop individuals and teams to ensure they have the necessary skills to deliver the roles required now and in the future.
Enable the team to establish what matters to the people of Gwynedd and by doing so establish the purpose of the team and ensure this is up to date.
Ensure that decisions are evidence-based.
Help the team to review and challenge its performance.
Create and support an environment that enables each team member to contribute to and take decisions so as to provide the best possible services.
Ensure an environment of trust and accountability within the team, ensuring appropriate communication with and within the team.
DELIVERING
Equip the team to consider what measures indicate performance against the purpose and take ownership of these measures.
Encourage the team to be innovative, enterprising and to learn from experience to improve performance.
Motivate and/or mentor the team to identify and act in a timely manner to remove barriers that prevent the ability to deliver what matters to the people of Gwynedd.
Resolve any barriers that the team cannot solve.
Ensure that complaints receive appropriate attention and the team considers any lessons that arise in order to improve the service.
Work in a pro-active manner; be open to a different way of thinking; energetic and committed with personal integrity to achieve the functions below whilst ensuring that Department staff are developed to demonstrate the same characteristics.
Coordinate and arrange relevant data, and introduce the process of managing the team's performance, including setting objectives and providing regular and formal feedback.
Use performance data and occupational health information to steer the service's development and continuous improvement.
SPECIFIC AREAS OF THE POST⁠
Ensure the effective implementation of the Occupational Health Unit in terms of clinic timetables and staffing by planning ahead for holiday periods and acting urgently when necessary to reschedule or postpone a clinic.
Develop effective systems, work processes and operating guidelines within the Unit to be approved by the Physician to ensure compliance with the BMA / NMC requirements in terms of medical practice and arrange Clinical Supervision to the Unit's staff with the Occupational Health Physician.
Assist in commissioning and managing specialist external services (e.g. counselling, physiotherapy and medical provision), ensuring the quality of the service and value for money, and coordinate occupational health services provision to internal and external customers, contributing to the service's commercial development and supporting the delivery of income targets.
Act as Practice Manager for the Unit.
Be responsible for medical records that the Unit keep, ensuring compliance with GDPR.
Promote health and well-being
Responsible for the content and implementation of the corporate staff well-being programme and the Corporate Health Standard.
Arrange and implement a timetable for visiting the Council’s workplaces to conduct tests/health campaigns.
Design, develop and present training programmes and awareness of occupational health matters, ensuring that the content is up to date, evidence-based and meets the needs of the workforce.
Conduct tests, e.g. blood pressure, cholesterol, glucose and general health and well-being checks.
Provide advice on the well-being and health of individuals and refer appropriate matters to the attention of the Occupational Health Physician.
Secure sufficient resources to implement this plan.
Keep records and report on the success of the plan on a regular basis.
Responsible for staff vaccination programmes and administrating vaccinations as required, under the supervision of the Occupational Health Advisor.⁠
Health Surveillance
Organise and implement a health surveillance programme to include timely reviews.
Undertake specific health surveillance tests e.g. hearing, respiratory, skin.
Keep appropriate records in relation to health surveillance tests.
Health Questionnaires
Assess pre-employment health declarations/questionnaires to come to a conclusion regarding the health of staff, with onward referral to the Physician where required.
Retirement on health grounds
Coordinate and implement applications for retirement due to illness.
Medical consultations
Undertake assessments of the medical condition of staff who are absent from work (specific cases) under the direction of the Occupational Health Physician, suggesting return to work programmes when appropriate.
Advise managers and staff on occupational health issues under the direction of the Occupational Health Physician.
General        
Responsible for self-development.
Contribute to and support the Unit's clinical governance arrangements, including the assurance of quality, audit, risk management and compliance with relevant professional standards.
Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
Operate within the Council’s policies in relation to equal opportunities and equality.
Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s carbon footprint;
Undertake any other reasonable duty which corresponds with the salary level and responsibility level of the job.
Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances e.g. the need to work unsociable hours, special working arrangements etc.
