Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist with ensuring that customers are provided with a high level of service with all aspects of service provision in Pwllheli harbour
•Assist with ensuring that Hafan Pwllheli and Pwllheli Harbour sets a high standard within the marine industry
•Ensure that vessels are allocated the appropriate berth for annual berth holders and visiting vessels
•Ensure that the facilities at Hafan are maintained to a high standard
•Managing all operational processes for Hafan Pwllheli ensuring they are safe, compliant and efficient.
Responsibility for functions
•Finance – Responsibility for ensuring best value for money whenever making purchases or obtaining services
•Equipment – Use all equipment and facilities within the Hafan and harbour responsibly and manage a robust system to ensure all weekly/monthly inspection regimes are diligently completed.
•Staff – Line manager for Chief Bosun (Team Leader) role **** and their team (Bosun Roles)
•Responsible for overseeing the Chief Bosun’s (Team Leader) management of the boat storage area (ashore) and for monitoring the movement of all boats, trailers, equipment at Hafan Pwllheli. Specifically responsible for invoicing for boat storage ashore.
•Responsible for ensuring that vessel are allocated the appropriate berth for annual berth holders and visiting vessels.
•Compliance - Responsible for ensuring Hafan Pwllheli facility and site complies with current waste management directives.
•Equipment - Responsible for stock (resale) and re ordering of all consumable items (except office supplies) e.g. gas canisters, oil spill kit, cleaning supplies, first aid kit
Main duties
•Overall management of all operational processes for Hafan Pwllheli ensuring they are safe, compliant and efficient. This will involve working closely with the Chief Bosun whilst also being a key member of the Hafan Pwllheli senior management team.
•Being a key member of the Hafan Pwllheli management team will include a variety of tasks from reviewing processes and procedures to decision making in a tender process and leading with initiatives to improve operations.
•Management of a safe system of work for the pontoons to ensure that all vessels on pontoon berths are secured using correct lines and fenders which includes undertakingregular checks of the pontoons and of vessels berthed on the pontoons. This system must include additional checks in advance of and during adverse weather conditions.
•Manage a system of weekly audits of vessels on pontoon berths and record any changes.
•Manage a system to ensure all visiting boat owners details are recorded and their visting accounts paid.–
•Manage the fuel quay to ensure we provide our customers with a consistent service. This includes, but is not limited to, monitoring fuel stocks, ordering fuel, ensuring compliance with regulations in terms of storing and dispensing fuel.
•Lean in and support the Chief Bosun’s team as required which includes securing; shoring; blocking and setting of boats in cradles and/or on boat stands. Operation of the boat hoist, launch and tractor within current safe working practices.
•In the absence of the Chief Bosun manage the day to day operations of the dock team.
•Assist and advice customers with boat berthing. Provide guidance or assist with securing water and electrical supplies to vessels as appropriate.
•Use the Hafan launch for whatever purpose necessary to ensure safe management within the Harbour as required. This will include among other things, towing operations, safety checks and inspections, recovery of equipment/material/animals/carcasses, and movement of vessels to and from the dock and/or relevant pontoon berth or anchorage. Promote Hafan Pwllheli and Pwllheli Harbour and provide advice on berth availability to potential new customers.
•Undertake any other relevant work as required by the Hafan and Harbour Manager. This may at times include running with a project, thinking innovatively to develop new systems and ways of working and keeping up to date with industry changes.
•Process Powerboat & Personal watercraft Registrations and collection of fees within the marina office.
•Respond to any incidents or emergency situations appropriately, following Hafan procedures and swiftly informing necessary people/authorities, liasing with agencies as required e.g. RNLI, Coastguard, Welsh Ambulance Service. Manage a system of maintenance and positioning monitoring of Aids to Navigation.
•Manage a system to monitor depths in Marina Basin and harbour approach channel.
•Manage a system to monitor general site tidiness throughout the Hafan and Harbour which includes managing the external cleaning contract.
•Manage a system to monitor pontoon maintenance – power washing pontoons; undertaking decking repairs; limited maintenance of power points and light modules where possible. As well as general assets maintenance and general site maintenance.
•Use of marina computer system (Havenstar system) to arrange berth bookings; produce invoices; process payments for berthing; purchase of gas; log boat arrivals and departures. Update computer berthing system and details in line with pontoon berthing audit checks.
•Manage supplies of all site consumables (expect office supplies) this will include but isn’t limited to gas, fuel, first aid kit, cleaning materials, oil spill kit. and record stock and usage as required.
•Familiarisation with and participation in all Reception duties as required. Which includes but isn’t limited to VHF, Telephone and email communications. Boat key management. Manage a system for bookings from customers requesting hoist; or storage service.
•Directly responsible to Manager, to assume responsibility for the running of the marina in the absence of the Manager . Alongside the Deputy Manager Accounts and Customer Caremanage berth waiting lists,berth allocations and recording of vessel movements on berths.
•Alongside the Harbour and Marina Manager manage application of fire, first aid and oil spill procedures.
•Alongside the Harbour and Marina Manager manage risk on site, identifying and managing risks which will include writing risk assessments.
•Responsibility for self-development.
•Remain current and in date with any training/qualifications which are required to fulfill the role e.g. MCA 2P (oil spills), First Aid, RYA Powerboat Level 2 qualification (Commercially Endorsed). Identify any new areas of training for the betterment of the service.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
