Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Driving specialist vehicles up to 7.5T relevant to the work of the Service
•Cleaning streets, emptying public bins and collecting fly-tipping waste.
Responsibility for functions
•Responsibility for vehicles and equipment associated with the work.
Main duties
Driving and being responsible for specialist vehicles up to 7.5T, cleaning roads and public grounds as well as emptying public bins and collecting fly-tipping waste in accordance with work programmes, relevant policies and instructions.
Vehicle and Driving
•Driving Category C1 vehicles (up to 7.5T weight) e.g. small sweepers, to meet the requirements of the Service.
•Drive other vehicles as necessary to meet the requirements of the Service.
•Attend CPC training and ensure that all relevant modules have been completed.
•Comply with any legal requirements in relation to recording driving times, rest periods etc, whether by tachograph or logbook.
•Drive left hand drive vehicles as required.
•Comply with domestic driving regulations.
•Conduct daily checks on any vehicle every morning to ensure it is safe to be on the road.
•Record all checks and report any defects straight to the garage.
•Undertake regular routine maintenance work including checking the vehicle's oil and water levels.
•Ensure that vehicles are kept clean, inside and out.
•Drive any vehicle provided by the Service in a safe and courteous manner in accordance with the speed limits of the road and within the requirements of the law.
•Undertake a dynamic risk assessment in relation to carrying out cleaning or emptying work and determine the safest location to place the vehicle on the road while the works are taking place.
Task
•Use specialist vehicles up to 7.5T in weight to clean roads and streets, specifically within towns and villages.
•Responsibility for the installation and erection of road signs, either individually or by a third party.
•Pick up litter and sweep areas, streets, roads, playgrounds, cemeteries etc and any other location as directed by the team leader or other responsible officer.
•Empty a series of street bins, dog waste bins, multi-purpose bins and recycling bins in line with relevant work programmes.
•Dealing with hypodermic needles, roadkill, animal droppings, human waste etc.
•Assist with the clearance of fly-tipped items.
•Work within the times specified by the employer to ensure that the most effective and efficient service is delivered to residents.
•Be flexible to work across the county as required.
•Undertake weeding work as required.
•Work in urban and rural areas, including high speed roads and roads within national speed limits, in all weather conditions.
•Use any equipment provided by the Service to assist with day-to-day cleaning, including specialist equipment such as ‘walk behind’ pedestrian sweepers, lightweight ride-on sweepers, street cleaning carts or similar.
•Ensure compliance with the requirements of the statutory guidance document 'The Code of Practice on Litter and Refuse' (CoPLaR).
•Ensure that the relevant cleansing levels are adhered to so as to meet the standards of external cleanliness audits carried out throughout the year.
•Attend any relevant training provided by the Service.
•Use any information technology systems that may be introduced by the Service to assist with service delivery, reporting etc.
•Assist with the process of mentoring new team members.
•Respond to reactive requests for service e.g. collection of fly-tipping waste, complaints about cleanliness levels etc within the stipulated time and considering any additional risks encountered.
•Report problem areas in terms of cleanliness, fly-tipping, needle locations etc to team leaders, street enforcement wardens and other relevant officers.
•Assist team leaders, street enforcement wardens and other relevant officers with their investigations in relation to the discovery of persons responsible for e.g. fly-tipping.
•Assist in progressing the Service by offering suggestions for improving, designing and implementing street cleaning/bin emptying routes, contributing to the content of risk assessments etc.
•Complete administrative work related to the job e.g. daily worksheets, network reports, waste transfer notes etc.
•Empty vehicles at one of the Council's waste treatment facilities, or a facility operated by an external company, using the 'tipping' mechanism and ensuring that the vehicle leaves the site clean.
Health and Safety
•Responsibility for ensuring the safety of yourself, your colleagues and members of the public.
•Work in accordance with procedures for managing safely, risk assessments, Council policies in line with workers’ responsibilities and as set out in appropriate health and safety legislation.
•Ensure compliance with the relevant regulations in relation to traffic control, signage etc.
•Wear high visibility jackets, ballistic trousers, safety shoes and any relevant safety clothing or uniform provided by the employer.
•Participate in Health and Safety, BSI audits etc. and demonstrate an understanding of risks and compliance.
•Report and assist with the completion of accident/violent incident reports (HS11 forms) as well as insurance forms.
•Comply with specific rules, regulations and instructions at waste transfer sites.
•Attend Council Health Surveillance Assessments as required.
Customer Care
•Ensure the highest possible level of customer care.
•Liaise confidently and enthusiastically with members of the public and businesses, and advise on all aspects of street scene issues. That includes dealing with demanding situations, angry customers and motorists.
Reporting and Compliance
•Report any issues or problems that have arisen to the Team Leader at the end of the working day.
•Comply with all internal policies and procedures in relation to illness reporting and annual leave requests.
Corporate
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The Street Cleaning service operates seven days a week, between the hours of 05:00 and 16:00 including the bank holiday.
•The post holder will be scheduled to work Friday through to Tuesday, including weekends.
•You may need to work overtime occasionally as operational needs arise.
•The post holder must be available to assist outside of normal working hours in an emergency.
•Annual leave must be arranged after consultation with the line manager.
•The average working week will be 37 hours.
•Please note that it is the Council's policy that all posts have a six-month probationary period.
