Purpose of the post

•Act as advisor on all health, safety and welfare matters in the workplace and ensure compliance with all relevant health and safety legislation and policies.
Responsibility for functions

Main duties
•Advise Heads of Departments on health and safety including promoting good practice, identifying hazards, health and safety responsibilities and training needs.
•Collaborate to produce a corporate health and safety function (including an annual improvement plan for the health and safety function) that ensures compliance with the corporate health and safety strategy.
•Collaborate with heads of departments and relevant managers to ensure a health and safety function including any action derived from the annual improvement plan for the health and safety function.
•Collaborate with the Health and Safety Manager and the other Health and Safety Advisors on the work of introducing new health and safety legislation and policies.
•Collaborate with heads of service and relevant managers to introduce new health and safety legislation and policies including creating policies and procedures where appropriate.
•Collaborate with the other Health and Safety Advisors to establish a risk assessment system for the Council and a system to monitor its implementation.
•Introduce a risk assessment system including producing standard risk assessment templates and assist the heads of department in their use and monitor the implementation of the system.
•Undertake the work of reviewing the standard and quality of health and safety systems within specific departments.
•Collaborate on producing a list of appropriate performance indicators that show the effectiveness of the health and safety function, to introduce the indicators to specific departments and monitor them in due course.
•Provide relevant information, including information regarding the performance indicators.
•Monitor the health, safety and welfare of staff of specific departments and their users, identify trends and prepare reports with appropriate recommendations.
•Assist in coordinating health and safety training for monitoring its efficiency/relevance.
•Collaborate in producing an appropriate system of keeping corporate and statutory accident reports (as is required under the Reporting of Injuries, Diseases or Dangerous Occurrences Regulations 1995), to undertake investigations into accidents notified to the Health and Safety Executive and submit reports where relevant.
•Advise and produce contracts with external agencies or contractors and monitor their implementation in terms of the health and safety elements.
•Ensure that the work of environmental monitoring in terms of dust, noise, light, humidity and fumes is undertaken either as part of the usual monitoring procedure or by request.
•Contact Trade Unions’ Officers and representatives of employees on relevant health and safety issues. Contribute to the annual health and safety report.
•Assist in establishing a quality assurance system (such as BS 8800 or ISO 9000) for health and safety management.
