•Promote the use of the Welsh language in all aspects of the Council's work in order to provide a bilingual service of the highest standard for the people of Gwynedd.

Main duties
Promote the Welsh language
•Monitor the implementation of the Language Strategy 2023-2033 and collect annual data from officers.
•Develop and implement a marketing plan for the Language Strategy 2023-2033 action plan.
•Write press releases and create suitable content for the press, media and social accounts.
•Undertake the role of project officer for various projects promoting the use of the Welsh language.
•Draw up a project work programme, report on progress and ensure targets are met.
•Ensure that departments comply with the Council's language policy and Welsh Language Standards by conducting random surveys.
•Undertake a range of research including good practice by others in promoting Welsh and other minority languages.
•Read, understand, undertake research and gather evidence in order to comment on Welsh language impact assessments that are submitted with planning applications.
•Act as keeper of the log of impact assessments submitted with planning applications.
•Provide support for officers to create impact assessments on the Welsh language in line with the Welsh Language Standards.
•Co-ordinate and administrate meetings of the Welsh Language Programme Board and the Gwynedd Language Forum and work with the independent Chair and other stakeholders.
•Ensure that the Council operates in accordance with the Welsh Language Measure 2011 and the Welsh Language Standards.
Scrutiny Committee Support
•Provide advice, guidance and support for Elected Members and Managers in the scrutiny field.
•Develop and implement a marketing plan for the work of the scrutiny committees.
•Write press releases and create suitable content for the press, media and social accounts.
•Develop arrangements to ensure better public input into the Council's scrutiny arrangements.
•Act as keeper of the scrutiny log and assist in monitoring the progress of the work of the individual scrutiny committees.
•Lead and conduct Scrutiny Investigations and Task and Finish Groups for the Council's various scrutiny committees by advising members on the right direction.
•Advise members in accordance with relevant legislations.
•Provide reports based on Scrutiny Investigations and Task and Finish Groups discussions.
•Act as part of a team that creates an annual work programme for scrutiny, update it regularly and report annually on scrutiny successes.
•Contribute towards the maintenance and support of the Scrutiny Forum.
•Undertake a variety of research including good practice from others in the field of scrutiny.
•Ensure that the Council acts in accordance with legislation relevant to scrutiny e.g. Local Government Act, Future Generations Act etc.
•Provide training that is relevant to the field of scrutiny and the Welsh language.
•Assist the Scrutiny Advisor, Welsh Language Advisor and Senior Welsh Language and Scrutiny Advisor with tasks as required.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
