Purpose of the Job 
To manage and coordinate technical Arboricultural / tree protection matters for the North & Mid Wales Trunk Road Agency, and on behalf of the Welsh Government (WG), in order to ensure that such matters are given due consideration in all aspects of the Agency’s work.           
Responsibility for functions  . e.g. staff, budgets, equipment
Responsible for developing and maintaining systems and processes to ensure that technical Arboricultural matters relating to tree protection are adequately considered across all work streams on behalf of the Agency.
Carrying out and supervising technical Arboricultural works on behalf of various teams (drainage, lighting, capital delivery etc) across the Agency (e.g. producing all aspects of BS5837 surveys and reports and supervising construction works to ensure compliance; supervising tree works to BS3998 standard, supervising tree planting, etc)
Responsible for budgets relating to the management of Technical Arboricultural / tree protection matters across the SRN.
Responsible for supporting, liaising and working with others across NMWTRA and Welsh Government in relation to technical arboricultural / tree protection matters on the trunk road network.
To assist with tree safety inspections as required.
Responsible for items of environmental equipment including a PICUS, residrill, laptop, mobile phone, Welsh Government asset management information and other survey equipment and books etc.
Main Duties 
To lead on the delivery and coordination of Technical Arboricultural / tree protection matters for the Agency in Mid and North Wales ensuring agency compliance with standard quality requirements including NJUG, BS5837, BS 3998 and BS8545
To ensure that adequate tree protection is given due consideration in all of the Agency’s activities.
To advise on tree related technical matters such as carbon sequestration, natural based solutions and natural flood management.
To be aware of, and fully conversant with, existing and future relevant technical arboricultural, environmental and associated policy and legislation, to advise Agency and WG staff as appropriate, and to coordinate any necessary action required.
To carry out and supervise technical arboricultural / tree protection works (e.g. BS 5837 surveys and reports) across a range of teams within the Agency.
To procure, manage and supervise specialist consultants and contractors on trunk road matters related to technical arboricultural matters as required such as climbed inspections, PICUS surveys, BS5837 surveys etc.
To develop, implement and maintain a process for managing the technical arboricultural / tree protection work programme for the Agency.
To assist the Arboricultural Coordinator and Climate Change and Envinomental Manager with the development and implementation of the Agencies Tree strategy and Tree Safety Strategy.
To assist in the development of technical guidance documents as part of the Quality Management System for the Agency, and in particular, to lead and advise on ensuring compliance with Technical arboricultural matters in accordance with ISO 14001, Environmental Management Systems and the requirements of the Welsh Government Managing Agency Agreement (WMMAA).
To advise and liaise with Consultants and Partner Authorities with regard to Technical Arboricultural issues with the aim of harmonising arrangements throughout the Agency and across the whole range of operations and activities.
To assist the Capital Delivery, Route Management, Technology, Delivery Teams and others in the development of appropriate processes and work programmes, with the aim of ensuring that Technical Arboricultural / tree protection matters are fully taken into account.
To enable and implement ongoing prioritised Technical Arboricultural management programmes for the Agency trunk road network, to assist in the brief, allocation, bid process, and to manage budgets as appropriate.
To be responsible for ensuring that any necessary training on Technical Arboricultural issues is arranged and delivered for Consultant, Agency and Partner Authority staff as appropriate which could include delivery of training.
To manage existing arrangements to ensure that the Agency has access to specialist Technical Arboricultural advisors and contractors as and when required.
To ensure that WG environmental reporting requirements are met.
On behalf of the Agency, to provide Technical Arboricultural input into the review of policies and standards pertinent to the business of the Agency, and to establish and monitor performance targets as required.
To provide advice on the direction and content of Technical Arboricultural and other documents produced with regard to the operation and improvement of the North & Mid Wales trunk road network as and when required.

To assist and support the Environmental Team. Provide support to other Agency officers in the fulfilment of their duties.
To represent the interests of the Agency generally at meetings with stakeholders.
Managerial, administrative, technical and professional duties commensurate with the status of the post.
Responsibility for self-development.
Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
Operate within the Council’s policies and procedures in relation to equal opportunities and equality.

Special Circumstances  . e.g. the need to work unsociable hours, special working arrangements etc.
Willingness to work occasional hours which are outside normal working hours (08:00 to 18:00hrs) as required
to assist the Climate Change and Environment Manager in dealing with emergencies if required.
Visit construction sites.
Attend meetings in other parts of the UK (e.g. Conwy, Cardiff).
