Job Description

Purpose of the post

1.Contribute to contract review and commissioning of services funded through the Housing Support Grant

2.Contribute to the development of corporate and national strategies including LHMA, Housing Prospectus, Housing Support Programme Strategy and associated Need Assessment, Housing Strategy, Homelessness Strategy

3.Oversee the production of consultation reports and documents relating to the Council's strategic housing plans together with assisting in the response to official Welsh Government requests.

4.Ensuring that the people of Gwynedd are central to everything we do.

Main duties

1.Design of modern and fit for purpose homelessness prevention and housing support services

2.Review the contents of service agreements funded through the Housing Support Grant

3.Contribute to, and coordinate on, setting Housing Support Grant spending priorities with the content of the Spend Plan that will be infored by the Housing Support Programme Strategy.

4.Contribute to and coordinate on ensuring the effective use of Housing Support Grant funding in a targeted manner with a clear emphasis on preventing people from becoming homeless, stabilising their housing situation, or helping people who may become homeless find and retain accommodation

5.Be part of the team that will commission new or alternative homelessness prevention and housing support services including the preparation of tender documents, for example service specifications; and contribute to the tender evaluation process and awarding contracts

6.Key role in assisting providers to establish homelessness prevention and housing support services following completion of the tender process

7.Key role in assisting providers to close down decommissioned services

8.Contribute to and coordinate the development of key Housing Service strategies including Local Housing market Assessment, Housing Prospectus, Housing Support Programme Strategy and associated Need Assessment, Housing Strategy, Homelessness Strategy.

9.Ensure that these key strategies are reviewed in a timely manner, as required, and within firm deadlines.

10.Assisting and contributing to the work of the Commissioning Team as a whole to accompany the strategic direction

11.Delegate as Lead Officer of the Housing Support Grant as required

12.Feed in and assist with corporate woes on Cross Departmental 3rd Sector Initiatives.

13.Ensuring that the ethos of Rapid Rehousing is reflected in our strategies

14.Develop projects in accordance with Department of Housing and Property needs or statutory guidance.

15.Contribute to the production of Commissioning Unit plans as required to align with the statutory guidance and strategic direction of the Department of Housing and Property.

16.Participate and assist in the Unit's training and staff development programmes.

17.Responsibility for self-development.

18.Ensure compliance with workplace Health and Safety rules in accordance with the responsibilities set out in the Workplace Health and Safety Act 1974 and the Council's Health and Safety Policy.

19.Act within the Council's policies in relation to equal opportunities and equality.
