Job Description
Purpose of the post
•To manage the Agency Tunnel and Technology Service requirements in North and Mid Wales to meet duties under Section 41 Duty to maintain highways maintainable at public expense and Section 58 Special defence in action against a highway authority for damages for non-repair of highway of the Highways Act 1980.
•Manage the implementation of maintenance, inspection and fault rectification in a timely manner to ensure continuing compliance with the Road Tunnel Safety Regulations 2007 (as amended 2009) and the A55 Tunnels Minimum Operating Requirements.
•To manage the safe delivery of the North and Mid Wales Tunnel and Technology Asset management programme to legislative requirements, Agency Health & Safety processes and function as Principal Contractor Manager for works outside of tunnel closures.
•Contribute to the development of WG strategies, WGTRMM, Agency Business Management Systems (BMS) and ensure the Technology Inspection Service performs, and is auditable, to the procedures of the BMS.
•To manage the implementation and delivery of the inspection and data management functions using the WG Trunk Road Agency Asset Management Systems (AMX, IRIS), providing advice on the assets condition and works programmes to ensure value for money is demonstrated.
•To provide data and comment on asset condition to inform the annual WG capital programme.
•To manage the in-house multi-disciplinary Inspection, Maintenance and Fault Rectification Service and external providers in the delivery of works relating to technology assets to meet Welsh Government Trunk Road Maintenance Manual and Design Manual for Roads and Bridges requirements.
•On behalf of the Agency lead on the development and implementation of comprehensive Inspection Manuals, training and inspection procedures for the Technology Service.
•To manage the accurate and timely delivery of all inspection and maintenance records within the Agency to Welsh Government data systems
Responsibility for functions
•Overall responsibility for the staff, equipment and vehicles comprising the in-house multi-disciplinary Technology Service Teams.
•Management of external service providers (Partner Authorities, private sector consultants and contractors).
•Management of technology and tunnel inspection data within WG asset management databases.
•Management of day-to-day depot facilities.
•Day to day management of the WG stores management system.
Main duties
•Applying the principles of the PRINCE2 project management system.
•Liaising with Partner Authority and private sector providers with regard to projects including the provision of Key Performance Indicators
•Liaising with the Delivery & Inspection Unit with regard to project performance management
•Assisting Project Sponsors with project closure including commissioning, as-built records and updating of inventory.
Technology Asset Management Service
•To lead on the Agency’s delivery of Tunnel and Technology Inspections, maintenance and fault rectification on behalf of Welsh Government.
•Develop and create works resource programmes to deliver multi-disciplinary works; maximising output through combined activities and minimising roadspace requirements.
•To regularly collaborate with Welsh Government representatives, Welsh Government Tunnel Manager and NMWTRA Tunnel Operations Manager, Operations Manager, ITS/Electrical Manager and Asset Managers regarding the delivery of the Technology Service.
•To work collaboratively with other Agency managers in order to make best use of roadspace.
•To collaborate with the WG Tunnel Manager and NMWTRA Tunnel Operations manager to develop Tunnel Safety Documentation as defined by the RTSR

•Lead the Technology Service Team consisting of Works Supervisors, Engineers, Technician and Asset Administrators,
•Lead on risk management for the Technology Services Teams.
•Manage the inspection programming and task allocations to ensure the Agency Technology Service is in accordance with WGTRMM. Manage emergencies in accordance with WG Minimum Operating Procedures for road tunnels on the strategic network.
•Oversee Contractors undertaking works on the trunk road network and report on performance.
•Design, create and manage all technology resource schedules for North and Mid Wales trunk road network.
•Manage the maintenance and inspection data held in WG asset management systems (AMX, IRIS).
•Manage the external provision of Traffic Management contractors to facilitate the safe implementation of works including tunnel closures.
•Manage the delivery of a cohesive Agent Technology Service through regular communication with Network Operations Regional, Route and Assistant Route Managers, Tunnels Manager, ITS/Electrical Manager, Tunnel Operations Manager and Tunnel Safety Officer in respect of technology assets.
•Lead on the management of the Technology Quality Management Plan to ensure a harmonised Service across internal and external providers giving full information on inspection practices.
•Manage and undertake internal audits of the Technology Services process. Co-operate with BSI audits undertaken from Internal and external auditors.
•Liaise with NMWTRA Business Unit and Commercial team in relation to the design and implementation of ‘best value’ procurement.
•Provide reports for the Agency Third Party Claims Manager, Street Works Manager and the RTSR Tunnel Inspection Entity.
Financial Management
Responsible for managing programmes and appropriate budgets for the associated works on the trunk road network and associated assets as agreed with Unit manager.
Project Works
•To co-ordinate and deliver works relating to Technology projects as agreed with the Unit Manager.
•Assisting the Unit manager with the identification, design and delivery of network maintenance and improvement requirements.
•To manage the procurement of consultancy services In accordance with NMWTRA commissioning protocol as detailed within the Service Delivery Agreement and in accordance with NMWTRA’s Project Management systems.
•To manage the tender process from invitation, evaluation and report processes.
•To function as CDM Principal Contractor on projects as agreed with the Unit Manager other than tunnel closures.
Systems for Asset Management
•Manage the inspection data inputting process into the IRIS / AMX, including data from external provider Inspection Teams.
•Assist with the initiation of the works ordering process within IRIS/FMS and identify and facilitate the resolution of any problem areas or IT issues.
•Liaise with and assist other Agency staff (Network Operations and Business Systems) in respect of the management of WG asset management systems (e.g. WG IRIS / AMX / TEDDMS) and Agency SharePoint or GiS systems in respect of the integrated, efficient and effective service provision for:
oinventory management;
oscheduling of works
othe procurement of services e.g. Purchase or Works Orders;
oanalysis of data;
oreporting to WG and Agency managers.
•Liaise with the Agency Systems IT Manager on the operational effectiveness of the IT hardware and software systems (Agency and WG) in respect of Technology Services. Report on day to day running and reliability of the systems and make recommendations for improvement.
•Monitor and audit the running of the IRIS / AMX to ensure that NMWTRA is correctly storing data as required by TRMM.
Technical & Management Support
•Provide a range of technical or management support services to Agency Network Operations and Business Managers. This may include, but is not limited to, for example:
omanagement of specialist asset inspections or surveys for other Asset Managers;
oas built documentation,
othe collation of inventory data required by WGTRMM,
oproduce technical reports,
oInvestigate and develop business plans for innovative solutions to maximise efficiency in the delivery of technology services.
•Manage the continuous review and improvement of processes, procedures and performance associated with the technology services team.
General
•To manage and motivate in house Technology Team staff, including the management of service provider and in house staff performance, identifying and facilitating training, safety and development opportunities for team members and service provider staff to meet performance targets.
•To ensure Technology Services staff are familiar with and up to date on Trunk Road Talks and Gwynedd Council policies.
•To supervise and provide guidance and support relating to work undertaken by subordinate staff and deal with issues surrounding individual performance, e.g. discipline, grievance, attendance, or other employment matters.
•Responsibility for information management in accordance with the council’s information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
•To communicate effectively and diplomatically with elected members, the public, members and Welsh Government Officers and other external organisations and bodies.
•To deal with complaints and enquiries in a courteous and professional manner whilst on site and in the office.
•To co-operate and liaise with staff from the Council and Partner Authorities in order to promote the effective management of the Agency.
