QUALIFICATIONS AND RELEVANT TRAINING
ESSENTIAL
- Registration with Social Care Wales as a Residential Child Care Manager (or eligible for registration).
- City & Guilds Level 4 Preparing for Leadership and Management in Health and Social Care and City & Guilds Level 5 Leadership and Management in Health and Social Care: Practice (or equivalent qualification accepted for registration). - Candidates enrolled on the Level 5 qualification may be considered if able to complete within Social Care Wales’ required timeframe.
DESIRABLE
- Degree in Social Work, Nursing or Occupational Therapy with relevant management qualification (e.g., Postgraduate Certificate in Managing Practice Quality in Social Care).
- Significant management experience in children’s residential care or short break services.
RELEVANT EXPERIENCE
ESSENTIAL
- Experience of working with disabled children and their families.
- Significant experience of working in line with the requirements of the Children Act 1989 and the Social Services and Well-being (Wales) Act 2014.
- Experience of management work (e.g. supervising a member of staff/trainee/student).
DESIRABLE
- Previous experience of working in a residential unit or short breaks provision for children.

Job Description
Purpose of Post
Operate as a Team Manager. The purpose of the Team is:
- Ensure that the people of Gwynedd are central to everything we do.
- Manage Residential/Short Break provision at Hafan y Sêr and manage the Residential Unit (Hafan Ni and Hafan Bach), which is within the Small Homes Group provision of the department. The service is specifically for disabled children across two residential units, which means operating as a registered manager for both sites functioning as children's homes.
- Manage referrals for the service in the units by developing and implementing a timetable to meet the children's needs for residential/short break care in the units.
- Provide an overview of residential/short break development for disabled children, which includes considering residential/short break care as a range of services and interventions targeted as part of a statutory and preventative service for disabled children.
- Ensure that the units comply with their Statements of Purpose and that the children and young people who are living in/receiving short-break placements receive the appropriate support to achieve positive outcomes consistent with their central plans in accordance with the requirements under the Social Services and Well-being (Wales) Act 2014 and the RISCA Regulations (2016).
- Work closely with internal and external partners to achieve the best outcomes for service users.
Responsibility for Resources. . e.g. staff, budgets, equipment
- Managing staff, budget, and a short-break building.
Main Duties
- Being responsible for managing, coordinating, and delivering a range of quality services to children and young people who are referred and/or allocated within the units. Promoting the practice of working in partnership with children/young people, their families, other staff in the Children’s Service, and external agencies to meet the needs of the children/young people.
- Receive referrals for the service and manage the short break schedule for a child eligible to receive the service, create and coordinate the personal care plans for the service.
- Ensure each Statement of Purpose is in place and kept updated in line with RISCA (2016) regulations.
- Receive referrals for residential service and lead and coordinate work in developing, implementing, and delivering the child/young person's Personal Plan across integrated services, communicating and setting goals, supporting developments in practice, and ensuring progress is effectively monitored.
- Supervise, provide guidance, motivate and advise staff to develop intervention programs for children and their families and review them regularly. Provide leadership and direction to support making decisions that are always in the best interests of the child/young person and ensure that the organisation is proactive in monitoring and providing feedback to individuals and line managers in this regard.
- Provide operational control of the staff team and allocate staff resources so that key tasks are completed. Ensure that adequate backup resources are available in an emergency/out of hours situation.
- Take a proactive role in recruitment processes, grievances, discipline, health and safety, and other staffing matters with the support of the Head of Service (Resources) and/or the Responsible Individual.
- Having line management responsibilities for a number of staff, ensuring that every staff member is registered with the Care Council for Wales
- Manage workloads and review them regularly and participate in the Department’s Staff Development Plan. Promote team and staff development, including identifying training needs and planning jointly with the Workforce Development Department to meet those needs.
- Ensure that team workers comply with and carry out the duties of the local authority.
- Convene and chair planning and review meetings.
- Be responsible to the Head of Service (resources) and/or the Responsible Individual for the implementation of departmental policies and arrangements, ensuring that the team's employees are aware of and understand these.
- Occasionally assist with public relations responsibilities.
- Coordinate with other agencies on behalf of the Department. Promote working in partnership with other agencies, the third sector, and service users.
- Manage a specific budget.
- Ensure that workers use the Department's documentation and record-keeping methods
- Transfer professional and departmental information and notifications
- Ensure that the Hafan y Sêr and Hafan Ni environments are suitable for the needs of the children receiving the service. This includes conducting risk assessments as needed
- Producing information and reports on the performance and work of the team.
- Providing professional advice to others within the service on cases as needed.
- Informing the Head of Service (resources) and/or the Responsible Individual of cases and situations that raise key policy questions or cause serious problems for the Department so that special guidance can be obtained or a specific new policy can be developed.
- Lead on the strategic development of the team by developing preventative work programs and using evidence- and research-based practice intervention methods.
- Contribute to evaluating and reviewing the team's work standards and those of the service in general.
- Attend and contribute to County Team Manager meetings.
- Contribute to long-term planning at the Departmental and regional level.
- Responsibility for self-development.
- Ensuring compliance with Health and Safety regulations in the workplace in accordance with the responsibilities set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
- Acting within the Council's policies regarding equal opportunities and equality.
- Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.

- Undertake any other equivalent and reasonable duty that aligns with the salary level and level of responsibility of the post. Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances. . e.g. the need to work unsociable hours, special working arrangements etc.
- The job can involve working unsocial hours outside of normal office hours at times.
- The post is based in Penrhyndeudraeth, but will also involve travelling and will deal with cases across Gwynedd and Anglesey.
