NMWTRA has an exciting opportunity for an enthusiastic candidate to join our dynamic technology team.
This permanent position is well suited to an individual that is looking to progress their career in technology and
electrical asset management.
The post would suit a canditate that has strong analytical and problem solving skills who is self motivated and
able to use their own initiative to complete tasks. A key element to this role is the ability to accurately scrutinise
information such a technical drawings, specifications and certificates.
The ideal canditate would have a passion for technology and innovation. They would support the delivery of
projects relating to the deployment of technology on the trunk road network that includes developing innovative
products and services, managing resources, budgets and client / stakeholder liaison.
Raise the profile of the technology team capabilities within the organistion.
The canditate will gain opportunities to be involved in current and emerging best practices and standards relating
to the planning, design and operation of technology solutions.

The ideal candidate shall have experience and an understanding of asset management systems, electrical
installations and Microsoft Technologies such as Word, Excel and PowerBI.

Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•To assist the Tunnel Asset and Compliance Manager or ITS and Electrical Asset Manager in ensuring the delivery of a reliable and compliant technology asset on the trunk road network in North & Mid Wales on behalf of Welsh Government.
•To assist the Tunnel Asset and Compliance Manager or ITS and Electrical Asset Manager in managing operational and technical administration activities associated with technology assets on the trunk road network.
•To continually monitor and ensure the performance of all relevant contractors and to ensure that all works are carried out promptly and are satisfactory to meet the asset availability requirements.
•To ensure an agreed level of availability of their assigned assets.
Technology assets on the trunk road include, but are not limited to:
road tunnel lighting, environmental monitoring equipment, jet fans, Supervisory Control and Data Acquisition (SCADA) systems, programmable logic controllers/equipment, incident detection equipment, emergency power systems, pumping stations, variable message signs (VMS), closed circuit television (CCTV), fibre optic communications, network switches and routers, IT security devices, weather stations, trunk road telephones, automated number plate recognition systems, video transmission equipment, high voltage & low voltage switchgear, traffic signals, street lighting, pollution monitoring equipment, traffic classification systems.
Responsibility for functions
•Responsible for managing works programmes and appropriate budgets for the maintenance and improvement of technology assets on the relevant trunk road network.
•Responsible for staff carrying out or supervising operations on the relevant trunk road network.
•Responsible for managing the Service Providers of technology services undertaking operations during emergency situations on the trunk road network including at the A55 tunnels.

Main duties
Inspections
To assist the Tunnel Operations Manager, Tunnel Asset and Compliance Manager or ITS and Electrical Asset Manager to meet the requirement of section 58 of the Highways Act 1980 regarding technology assets.
To ensure that all routine and specialist inspections and surveys are carried out on the relevant elements of the network in accordance with the WG Trunk Road Maintenance Manual (TRRM) or other adopted management plans.
To undertake specialist inspections of the technology infrastructure as required by the Tunnel Asset and Compliance Manager or ITS Electrical Manager to update WG Databases in conjunction with the Asset Unit.
Maintenance
To ensure the appropriate response to defects and deficiencies identified by inspections, patrols, operational reports/notifications etc. within required timescales, including commissioning, managing, and supervising emergency and other reactive works as and when required using the appropriate Routine Maintenance Contract (RMC) resources and the Agency Schedule of Rates.
To assist the Tunnel Operations Manager, Tunnel Asset and Compliance Manager or ITS and Electrical Asset Manager to meet the requirement of section 41 of the Highways Act 1980.
To monitor all operations on the relevant network and ensure as far as possible the safety of trunk road users.
To monitor the safety provisions and precautions taken by those carrying out any operations within the network including the monitoring of high risk works such as high voltage maintenance and confined spaces work.
To assist in the management of all technology aspects of the relevant trunk road network.
Responsible for the direct supervision of programmes of routine maintenance activities.
To assess the condition and operation of technology infrastructure including work sites such as tunnel infrastructure, post-works. To liaise with other stakeholders concerning reopening where appropriate.
To manage reactive and emergency maintenance work including:
•Rectification and mitigation for failing to meet minimum operating requirements;
•Adverse weather responses and attendance to weather monitoring equipment;
•Equipment failure (VMS, CCTV, Fibre Optic Equipment, Network Switches, Trunk Road Telephones, Tunnel M&E Equipment, Sump pumps)
•Response to failure of tunnel safety systems;
•Response to Power Outages;
•Environmental incidents;
•Control Room failure responses;
•Communication infrastructure failure responses
•Monitoring equipment that supports Winter maintenance;
•Streetworks reinstatements;
•Emergency Tunnel Closures;
•Road traffic collision damage;
•Maintenance of all technology building hubs associated with the A55 trunk road;
•Any safety related defects warranting urgent attention
To liaise with the appropriate Streetworks Coordinators and the Network Occupancy Management, Route Management and capital delivery teams in relation to works programming.
To assist the Tunnel Operations Manager, Tunnel Asset and Compliance Manager or ITS Electrical Asset Manager in the identification, programming and implementation of revenue and/or capital expenditure maintenance and improvement programmes.
To liaise with external parties and organisations in relation to trunk road matters including:
•Welsh Government officers;
•Members of the public;
•NMWTRA trunk road Service Providers
•Landowners and developers;
•Statutory bodies e.g. utilities, Environment Agency, etc.
•Emergency Services during incidents.
Tunnel Closure Principal Contractor (TCPC)
To assist the Tunnel Closure Principal Contractor Manager with emergency and planned (daytime or night-time) A55 tunnel and headland closure service provision.
As part of a designated team of Tunnel Closure Supervisors, manage and Supervise A55 Tunnel closures with specific responsibilities for managing Health and Safety aspects in accordance with Construction Design and Management Regulations for multiple, multidisciplinary contractors undertaking maintenance operations within the Tunnels including:
•Mechanical and Electrical Contractors
•Civil Engineering Contractors
•Tunnel Wash Contractors
Overseeing safe systems of work including the management of permits to work/access.
Inventory & Operational Records
To assist the Tunnel Asset and Compliance Manager or ITS Electrical Asset Manager with regard to the collation and maintenance of trunk road infrastructure inventory information.
To assist the Tunnel Asset and Compliance Manager or ITS Electrical Asset Manager with the collation and maintenance of operational records e.g. site reports, work reports, factory acceptance testing, site acceptance testing.
Audit and Performance Management Role
To undertake a programme of audits for inspection, maintenance and inventory record works undertaken by external service providers.
To ensure compliance with specifications and standards.
To monitor Service Provider performance and address areas of under performance in accordance with Agency requirements.
Incident Management Role
To undertake the role of Bronze (Operational) Commander for the Agency in the event of an emergency defined under the Civil Contingencies Act 2004.
To assist Service Providers in emergency situations to:
•Implement appropriate traffic management plans, tunnel closures and diversionary routes;
•Implement emergency repairs to tunnel safety systems and associated infrastructure;
•Implement appropriate high wind event contingency plans for ITS equipment;
To assess the condition of tunnel/highway M&E infrastructure post-incident and to liaise with other stakeholders concerning reopening where appropriate.
Risk Management Role
To assist the Tunnel Asset and Compliance Manager and Tunnel Safety Officer with risk management on the trunk road network by the identification of risks. To ensure that appropriate risk reduction measures are implemented e.g. dealing with emergencies and faults.
To assist the Tunnel Asset and Compliance Manager or ITS Electrical Asset Manager in identifying, recording and evaluating risks associated with technology infrastructure within a structured framework.
Technical Administration
To assist the Business Unit with the provision of information and advice relating to third party and rechargeable claims, and other network issues.
Liaising with Partner Authorities as required.
Asset Management
To liaise, inform and cooperate with other Agency and Partner Authority staff in relation to specific infrastructures types including:
•Tunnel M&E Equipment
•Roadside Communication Devices e.g. trunk road telephones
•Monitoring Equipment e.g. weather stations
•Signing Systems e.g. rotating prism signs
•Carriageway Surface
•Traffic signs e.g. lighting defects on terminal signs;
•Structures assets e.g. retaining walls;
•Highway assets e.g. carriageway construction;
•Geotechnical assets e.g. rock netting;
•Soft Estate e.g. grass cutting.
To ensure that appropriate records are maintained, including assisting in maintaining and updating technology infrastructure inventory information.
General
To ensure that Health and Safety matters are fully considered and managed in all aspects of the work of the Agency.
To assist the Tunnel Asset and Compliance Manager /ITS Electrical Asset Manager to ensure compliance with:
•NMWTRA health & safety procedures;
•Construction (Design and Management) Regulations;
•Management of Health & Safety at Work Regulations.
To deal with complaints and enquiries in a courteous and professional manner.
To foster a culture of innovation and continuous improvement. In this context, to monitor technological and other developments in the industry, including new methods, with the aim of adopting best practice wherever appropriate.
To support and assist the Tunnel Operations Manager, Tunnel Asset and Compliance Manager or ITS Electrical Asset Manager in the fulfilment of his duties and responsibilities
To assist other Agency staff in fulfilling their technical, financial and administrative duties.
To communicate effectively and courteously with elected members, the public, members and officers of the Welsh Government and other external organisations and bodies.
To co-operate and liaise with staff from other Departments of the Council, and Partner Authorities in order to promote the effective management of the Agency.
To supervise and provide guidance on work carried out by subordinate staff.
To ascertain and hold the latest information regarding professional standards, statutory requirements, technical developments and computer applications.
In the fulfilment of the above duties, to liaise as appropriate with Welsh Government Officers, Partner Authorities and other relevant bodies.

In conjunction with Service Provider DSO Incident Response unit Supervisor, implement appropriate dynamic risk assessment techniques for undertaking the Incident Response role in a safety critical environment
