Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•A key member of the Learning and Development Team, to ensure an effective learning and development programme and provision for Elected Members and staff of Cyngor Gwynedd.
•Have regular contact with the Democratic Service to ensure that Members' development needs are addressed.
•Provide an advisory service for Members during their induction period and beyond.
•Specific responsibility for planning, organising and delivering high quality training to Elected Members of the Council.
•Contribute to all aspects of the operation of the Learning and Development Service.

Main duties
Members’ Development
•Lead the process of consulting internally (with Members and Senior Officers across the Council) and externally with organisations such as the Welsh Local Government Association and other Councils, to identify and collate Members' development needs and opportunities in line with the Council's priorities.
•Responsibility for formulating a comprehensive learning programme for Members (including an induction programme for new Members) to include a wide range of learning methods such as training, and awareness raising sessions etc. which meet the requirements of the Self-Assessment Framework.
•Contribute to the process of identifying Learning and Development dates in the Council's Committees calendar.
•Develop content and contribute to the ongoing development of the Learning and Development page on the Members' Intranet.
•Organise and contribute to regular progress and review meetings between the Democracy Service and the Learning and Development Service on the Member Development programme.
•Arrange high-quality training sessions for Members of the Council that are responsive to Members' requirements and the Council's needs, and also arrange specific mandatory training for Members of various Committees.
•Coordinate in advance with instructors and collate any information they need.
•Work with Democracy officers to ensure that Members' development arrangements are consistent and run smoothly.
•Address and facilitate training sessions for Members, whether face-to-face or online.
•Cooperate and contribute to discussions with external Bodies such as Data Cymru, Wales Audit Office to co-ordinate developmental events for Members.
•Act as the main point of contact for Members, the Council's Departments and the Welsh Local Government Association in relation to any Members' Learning and Development matters, receiving enquiries from them, bridging between them and ensuring that a response is given.
•Research options and administrate requests from individual members to attend training/conferences and similar events, ensuring the appropriate authority and co-ordinating such requests with the learning programme.
•Administrate Learning and Development arrangements and monitor quality, and also monitor Members' attendance on the programme.
•Organise and create a Learning and Development provision including advertising training, organising trainers, hiring rooms, refreshments, equipment, preparing training materials, ensuring the accuracy of suitable and high-quality materials, and ensure virtual connections.
•Monitor and analyse information to identify and prioritise Members' training needs following Personal Development Interviews conducted by Senior Officers within the Department.
•Administrate the Learning and Development budget for Members and monitor and manage expenditure in accordance with the Council's Financial Rules and in a manner that makes the most effective use of resources; provide reports on the budget from time to time to the Learning and Development Manager and the Head of Department.
•Deliver one-to-one training sessions to Members as required.
•Contribute to drawing up and making arrangements to induct new Members and explain the Learning and Development procedure to them.
•Prepare reports and evidence (data) for officers, committees e.g. the Democratic Services Committee, together with external bodies, and assist the Service Manager to present them as required.
•Provide support on any particular needs that some Members have, to facilitate their contribution.
Learning and Development
•Organisation and administration within the Learning and Development Service
•A point of contact for telephone and e-mail enquiries.
•Contribute to organising the Learning and Development provision, including:
•advertising courses
•arranging trainers
•hiring rooms, refreshments and equipment
•preparing training materials
•Contribute towards the procurement procedure (quotes, tendering), in accordance with the Council's financial procedures when purchasing resources and provisions externally. Use a computer system to record developmental needs, training programmes and key information for staff.
•Contribute to the administration of the training equipment loans system.
•Operate within specified time targets
•Contribute practically towards the Learning and Development programme (installation of equipment, etc.)
•Contribute towards the process of appraising and monitoring the quality and efficiency of learning and development.
•Attend regular meetings (weekly and monthly) of the Learning and Development Team and take minutes periodically.
•Attend the Internal networks of the Learning and Development Service and take minutes as required.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•The post-holder will also be required to travel to meetings within and outside Gwynedd occasionally.
•Some meetings could be outside normal working hours.
