Purpose of the post
•Reconcile management accounts, ensure the validity of financial transactions, supervise the work of distributing controlled materials, and dealing with bank accounts.
•Ensure that the people of Gwynedd are at the centre of everything we do.
Responsibility for functions
•Occasionally lead and supervise the work of junior staff within the Unit.
Main duties
•Achieve the targets set by the Assistant Head of Finance – Accounting and Pensions and Group Accountant - Capital and Control
•Undertake banking arrangements on behalf of the council, including control over authorisation to sign, agreements for bank accounts and credit cards, and report as required to the Capital and Control Accountant, the Senior Finance Manager and/or Head of Finance.
•Supervise the work of distributing cheques and controlled materials/document, order and manage supply of such materials.
•Reconcile the cheques raised on all the Council's expenditure accounts.
•Arrange, supervise and assist with the work of managing unused or cancelled cheques, or those exchanged for new cheques, and ensure a complete record of all cheques used.
•Arrange, supervise and assist with researching every returned, refused or suspended cheques.
•Reconcile the bank on an "authority-wide basis".
•Arrange to delete cheques that have not been submitted, and investigate why some were not submitted (in accordance with the Service's policy).
•Reconcile the number of miscellaneous management accounts.
•Monitor long-term investment transactions daily, and reconcile the accounts that manage such investments.
•Arrange, supervise and assist with the work of reconciling repayments and arranging imprest accounts and petty cash.
•Assist the Capital and Control Accountant to consider developments in the fields of banking and management, and assist to develop arrangements for the Council to comply with.
•Assist the Capital and Control Team to ensure that the Council's banking transactions comply with relevant professional standards, including any instructions from the Senior Finance Manager or the Head of Finance.
•Undertake any other reasonable duties given from time to time by the Capital and Control Accountant and the Senior Finance Manager.

•Ensure compliance with workplace Health and Safety regulations in accordance with the responsibilities noted in the Health and Safety at Work etc. Act 1974 and the Council’s Health and Safety Policy.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
