Job Description
Purpose of Post
• Ensure that the people of Gwynedd are at the centre of everything we do.
• To ensure the quality of the non-maintained nursery education settings sector and Flying Start.
• To ensure specialist input and support for non-maintained education settings and Flying Start settings.Responsibility for Resources. e.g. staff, budgets, equipment

Main Duties
Specific duties: Support the leaders of education settings and non-maintained Flying Start settings effectively. This means:Accountability
• Operate as part of an effective team of advisory teachers who strive to promote learning and teaching of the highest standard in the non-maintained sector.
• Develop and extend leadership practices by identifying and sharing good practice.
• Support, mentor and advise setting leaders on good practice with young children including organisation, planning, assessment and recording.
• Work closely with the organisations supporting the settings such as Mudiad Meithrin, CIW, Healthy and Sustainable Pre-School Scheme, Education Officers, Authority Officers etc. in relation to the implementation of schemes in the Foundation Phase, Flying Start and the Childcare Offer.
• Support the Senior Early Years Teacher in implementing the team's priorities.
• Ensure a thorough recognition and understanding of developments in early years education
• Contribute to team meetings.
• Prepare quality reports for the Early Years Quality Group.
• Contribute to the evidence required to place the settings in measurement categories in accordance with the Partnership Agreement.
• Carry out regular visits and discuss an action programme to raise standards in settings that are in a follow-up category.
• Play a leading role in the preparation of improvement plans for settings.
• Support the settings to draw up Development Plans that respond to the findings of self-evaluation.
• Support the implementation of the settings' Development Plans.
• Support and assist staff in the settings
• Contribute towards a self-evaluation of the team's work at the request of the Senior Teacher/Early Years Teacher.
• Ensure that there are effective arrangements in the ALN field for non-maintained nursery children.
• Advise nursery groups on the implementation of the requirements of the Additional Learning Needs Code of Practice and the Additional Learning Needs and Inclusion Strategy for Gwynedd and Ynys Môn.
• Undertake the role of designated Coordinator to coordinate cases and act in accordance with the Additional Learning Needs and Education Tribunal (Wales) Act 2018 and the Additional Learning Needs Code.
• Support and advise leaders to identify pupils with ALN in accordance with the requirements of the Additional Learning Needs and Education Tribunal (Wales) Act 2018 and the Additional Learning Needs Code.
• Support settings to use a graduated approach in line with the Gwynedd and Ynys Môn ALN&I Provision Map
• Undertake training to develop the settings' workforce to address the requirements such as the Curriculum for WalesImprovement Plans
• Develop comprehensive improvement plans in collaboration with settings leaders which meet the requirements of the National Curriculum and any other national priorities.
• Offer support to settings to implement new teaching methods within the curriculum and within Flying Start.
• Seek ways to promote, mentor and align best practice across the settings.
• Contribute towards the development of departmental policies.Monitoring and Self-evaluation
• Monitor the quality of education in the sector, promoting effective teaching and purposely intervene to raise standards.
• Ensure high-quality post-visit reports.
• Ensure that post-visit intervention focuses on raising standards where necessary.
• Contribute towards systems to measure the quality of settings, escalating settings to the attention of the quality group based on risk.
• Ensure that Flying Start settings comply with the requirements of the Flying Start learning framework and act as an adviser on Flying Start childcare where required.
• Assist the setting, including Flying Start settings, with their self-evaluation, planning and assessment procedure.
• Undertake various assessments on a regular basis, supporting the formulation of a post-assessment action plan and monitoring implementation.
• Support the settings to carry out a quality accreditation or quality management plan within the settings.
• Ensure that the evaluation of settings is up-to-date.
• Contribute towards the work of conducting a needs audit of the settings’ workforce.
• Contribute towards the formulation and delivery of a bespoke programme for staff within the non-maintained settings and Flying Start to meet Government requirements in collaboration with the Childcare Unit

• Work closely with the Flying Start programme, sharing the information of Health Visitors, Speech and Language Therapist and Flying Start staff within the areas in compliance with information sharing rules.
• Collaborate effectively with the other officers in the Education Service and the Early Years Service.
• Represent the team and contribute at a service level in meetings as required.
• Work together to ensure a seamless transition for pupils.
• Ensure team input into child transition meetings and referral panels by coordinating assessments, observations, one-page profiles, children's individual development plans and information regarding childcare numbers in the areas.

• Prepare high-quality exemplar teaching and learning materials to support work within the settings.
• Ensure that the settings are equipped with relevant resources/materials/equipment to meet the needs of the pupils.
• Ensure that the learning in the settings is engaging and stretches each pupil to the best of their ability.
• Ensure that the learning in the settings maintains discipline in accordance with the rules and procedures adopted by the setting.
• Contribute to meetings, discussions and management arrangements as required to develop and coordinate the team's work.
• Contribute to the team’s arrangements for assessing and reporting on pupils' achievement.
• Participate in the team’s arrangements for evaluation and performance management.
• Engage in professional development that is relevant to the post and responsibilities throughout their career.
• Advise, lead and collaborate with teachers and other leaders as required in relation to the delivery and development of work programmes, teaching materials, assessment methods etc.
