Purpose of the post
•Ensure that the Authority complies with its statutory duties in relation to the Highways Act 1980, New Roads and Street Works Act 1991 and the Traffic Management Act 2004.
•Advise and assist the Service on issues regarding enforcement, licensing, policy, regulations and codes of practice.
•Ensure that the people of Gwynedd are at the centre of everything we do.
Responsibility for functions
•Staff - Responsibility for the unit's highways enforcement inspectors.
•Equipment and vehicle - Responsible for the necessary equipment and vehicle to carry out the day-to-day duties of the post.
Main duties
•Responsible for ensuring the protection of the highways structure and assets where work is being carried out by any organisation, contractor or person such as the Highways Authority on behalf of the Department.
•Responsible for providing professional supervision to Area Inspectors and Administrative Support Staff assigned to the Street Works Unit.
•Responsible for ensuring that the Council complies with its duty and obligations as a Highway Authority under Section 59 New Roads and Street Works Act 1991 to coordinate all the work on the highway to ensure that excessive delay or disturbance is not caused to road users.
•Responsible for ensuring that the Service complies with its statutory duties to protect the structure of the street and the integrity of any equipment installed on it.
•Lead on the duties and responsibilities allocated to the Service as a Highway Authority on matters concerning the safety of road users and ensure that all work on the highway is undertaken in a safe manner in terms of erecting signs, lighting and safeguarding.
•Responsible for ensuring that enforcement and statutory licensing duties are undertaken effectively under the New Roads and Street Works Act 1991; for example, enforcement under Sections 65, 72 and 81 of the Act.
•Consult and provide professional advice on Highway matters and the New Roads and Street Works Act to other Council directorates, the Emergency Services, Statutory Undertakers, Contractors and others, placing specific emphasis on temporary work, traffic control proposals, safety and road closure.
•Represent the Council as a Highway Authority in meetings; e.g. Statutory Coordination meetings (Section 59/60 NRSWA), Local HAUC, Street Work Managers and others as required.
•Assist the Service to develop, promote and implement the Council's policies and programmes that deal specifically with duties, provisions and the implications of the New Roads and Street Works Act 1991.
•Develop relationships with statutory undertakers, contractors and others with the intention of influencing their policies and activities to present best practice and collaboration.
•Assist with the Performance Management of the Street Works team, including identifying training and development opportunities for staff, forward planning and the work programme.
•Assist in the preparation of reports, policy documents, technical plans in connection to Road Works, Coordination, Licensing and Enforcement.
•Represent the Council on national, regional and sub-regional groups that are relevant to the requirements of the post.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.

•Undertaking any other reasonable duty which corresponds with the salary level and responsibility level of the job.
•Responsible for reporting any concern or doubt that a child or vulnerable adult is being abused.
