Job Description
Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
Lead the team(s) the post-holder is responsible for to effectively and efficiently deliver what matters to the people of Gwynedd by creating and maintaining an environment of respect and trust while empowering, enabling and inspiring staff.
Responsibility for functions
•Staff - Line management duties and responsibilities for Hafan and harbour staff
•Finance – Responsibility for managing Hafan and harbour budgets
•Equipment – Responsibility for equipment and facilities within the Hafan and harbour
Main duties
LEADERSHIP
-Be accountable for the Service and the most effective use of available resources.
-Lead the Service staff to take ownership of the Ffordd Gwynedd principles and be accountable for ensuring this happens
-Ensure that the environment within the team promotes and encourages staff well-being
-Assist the team to establish operational principles, with regard to relevant Acts (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them.
-Be aware of how the team systems work and facilitate to challenge these when required.
-Ensure that the team contributes to the aims of the services or other organisations that try to achieve what matters to the people of Gwynedd.
-Promote the need to identify and implement future threats and opportunities including preventative measures

A)DUTIES AND RESPONSIBILITIES FOR SPECIFIC FIELDS OF THE POST
-Ensure that services of a high standard are provided to customers involving all aspects of services provided at Hafan Pwllheli and the harbour area
-Responsibility for the general management of the facilities within Hafan and the harbour, staff, equipment and associated services, general maintenance and upkeep of all facilities that are available to the customers of Hafan Pwllheli and harbour
-Responsibility for all commercial aspects relating to Hafan Pwllheli and the harbour, and to identify new commercial opportunities and safeguard current arrangements and commercial agreements
-To lead of the development of a Commercial Strategy for Hafan Pwllheli to ensure that the Hafan is able to operate effectively in a competitive market, and maximising the benefits to the Council and local community.
-Responsibility for all budgets relating to Hafan Pwllheli and harbour and ensure income and expenditure targets are met
-Promote a high profile for the service, and offer a contact point for the communities and people of Gwynedd, and strengthen links with local services, organisations and communities
-Engage with all local businesses associated with Hafan Pwllheli and the harbour
-Responsibility for managing Pwllheli Harbour jurisdiction in accordance with the Council’s procedures, safety standards and relevant environmental arrangements
-Ensure compliance with Trinity House requirements
-Responsibility to ensure that facilities and sites within the Hafan and harbour areas are maintained to a high standard
-Responsibility for monitoring and inspecting environmentally sensitive sites, structures and buildings
-Ensure that local residents, visitors and the local economy benefit from the service
-Responsibility for boat registration arrangements, berthing allocations, negotiations with landowners and business, and engagement with users, customers and others associated with the Hafan
-Ensure compliance with procurement arrangements for supplies, goods and services required for site maintenance, roads, footpaths, pontoons, moorings and other structures as required
-Ensure that all invoices are administered in accordance with the Council’s procedures
-Ensure that effective arrangements are in place to ensure the quality of all equipment and ensure they are fit for purpose and checked on a regular basis in accordance with manufacturers’ recommendations
-Replacement of outdated apparatus with appropriate and safe equipment in discussion with staff
-Responsibility for all Risk Assessments relating to the site. Ensure that all staff have appropriate ODP safety clothing and equipment. Ensure that personal protection equipment is inspected and maintained on a regular basis
-To lead and manage projects to attract additional resources to ensure continuous improvements in the quality of the services provided and make the best use of available resources
-Responsible for Site Manager duties for Hafan Pwllheli and harbour
-Nurture and develop effective links and procedures across the Council's services, especially in terms of financial, personnel, property and legal support for the Service's fields of work
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
