Purpose of Post
• Assist the Building Safety and Planned Maintenance Manager to ensure that the Council's Compliance procedures and Health and Safety policies are followed to ensure that the Council's corporate buildings are suitable to use.
• Support site managers to complete their duties in terms of managing and maintaining Council buildings. Ensure that the Council has a full picture and understanding of the condition of its buildings. Assist to develop a cyclic maintenance system for all Council assessments.
• Establish and conduct an equipment and services testing process in buildings to ensure statutory compliance and arrange repair work to be completed promptly and cost effectively.
• Provide technical support to the Translation Unit.
• Ensure that the people of Gwynedd are at the centre of everything we do.

Main Duties
• Assist with managing and developing Council procedures to ensure Compliance with Health and Safety legislation in relation to Council property.
• Establish and develop a cyclic maintenance system including statutory inspections of all Council buildings.
• Develop the technical specifications in the system as an instruction of what needs to be done through statutory inspection or cyclic maintenance.
• Prepare specifications for appointing consultants and contractors through competitive procurement processes, negotiating terms and ensuring the quality of the service by the ones appointed.
• Commission consultants and contractors to inspect services and equipment in buildings in accordance with statutory requirements.
• Ensure that the inspections are carried out in a timely manner within the statutory requirements and schedule follow-up inspections through the Council's systems.
• Analyse the consultants and contractors' recommendations, come to conclusions and act appropriately including commissioning contractors to respond and undertake repair work.
• Ensure that the consultants' certificates and reports are stored appropriately on the Council's systems.
• Advise employees on sites on what to do when there are problems with the buildings.
• Interpret information and make decisions on the best course of action.
• Commission contractors by following Council guidelines with regard to commissioning and managing contractors.
• Draw on support that adds value if you do not possess the skills and knowledge to resolve the matters yourself.
• Come to understand the demand for the service through evidence.
• Act on the evidence to improve and develop the system and change the nature of the demand.
• Identify obstacles to effective and cost-effective service provision, and provide support in removing obstacles.
• Ensure that quality is an integral part of every step of the work.
• Deal with invoices from contractors and follow the Council's financial processes.
• Make decisions based on the expertise in the work.
• Inspect work to ensure that it reaches the required standards, in accordance with health and safety regulations, and represents value for money.
• Support and give input in the preparation of programmed maintenance work.
• Commission work by other teams within the Council and from external consultants.
• Provide specialist advice and lead and manage cyclic specific projects or compliance.
• Inspect work to ensure that it reaches the required standards, in accordance with health and safety regulations, and represents value for money.
• Assist from time to time with the Council's right to work publication procedure.

• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

• Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in accordance with Data Protection legislation.
• Transport, install and dismantle portable translation equipment as required.
• Maintain all items that form the equipment.
• Assist with the maintenance of static translation equipment.
• Keep detailed notes of all the equipment, hiring arrangements, etc.
• Provide invoices for using the equipment.
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

• Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances e.g. the need to work unsociable hours, special working arrangements etc.
• There is a requirement to work from other Council offices as required. The maintenance service is a 24/7 service, and the team members will be part of a rota to provide a service outside normal office hours.
• Consistent out-of-hours work providing technical support to the translation unit in committee meetings, etc.
