Job Description
Purpose of the Post.
• Ensuring that the people of Gwynedd are central to everything we do.
• Act as a Registered Manager with responsibility for the provision of Home Care for Adults in their homes.
• Manage referrals for a service in the individual's home, developing and putting a timetable in place to meet the adult's needs for care in their home.
• Work closely with internal and external partners to get the best results for service users.
• Ensure compliance with national standards and home care regulations.
• The post is part of a department which leads on preventive health issues within the Council. As a result, the Manager has a responsibility to ensure that they contribute fully to the agenda by working with other Managers within the Department. This will include contributing to discussions that stimulate improvement in health within the population.Responsibility for functions . e.g. staff, budgets, equipment
• Responsibility for managing the service's staff and finances effectively.
• Responsibility for ensuring that resources, tools and equipment used are in good condition and fit for purpose.
Main Duties• Have an overview, understanding and effective management of the requirements on the service and being ready to respond in a timely manner to comply with the requirements.
• Supervise, give guidance, motivate and advise staff to draw up unique and specific programs that meet the individual's needs and review them regularly.
• Dealing with disciplinary matters in consultation with a Human Resources officer.
• Manage workloads and review them regularly and participate in the Department's Staff Development Plan.
• Receive referrals for a service for older people following a professional assessment and manage the timetable.
• Ensure that the team complies and full-fills the duties of the local authority.
• Call and chair planning and review meetings.
• Be responsible to the Area Manager for implementing departmental policies and arrangements, ensuring that the employees are aware of these and understand them.
• Occasionally, assist with public relations responsibilities.
• Coordinate with other agencies on behalf of the Department. Promote working in partnership with Service Users, other agencies e.g., health authority, and the third sector.
• Ensure that employees use the Department's recording methods and documents.
• Transfer professional and Departmental information.
• Ensure compliance with National Standards and Home Care Regulations (RISCA).
• Produce information and reports about the team's performance and work.
• Give professional opinion to others within the service on cases as required.
• Inform the Area Manager of cases and situations that raise key policy questions or cause serious problems for the Department so that special guidance can be obtained or a new specific policy can be developed.
• Contribute towards evaluating and reviewing the work standards of the team and the service in general.
• Contribute to in-service training, and to training activities as appropriate.
• Ensure that the workforce meets training requirements in accordance with national standards and home care regulations (RISCA).
• Attend and contribute to county managers' meetings.
• Contribute to long term planning at Departmental and regional level.
• Lead the recruitment and appointment of suitable staff for the service.
• Lead the new staff induction process.
• Ensure that staff supervision and development exists in accordance with the policies and guidelines of the Council and the Service, and that staff is evaluated annually.
• Ensure that the absence procedure is followed, and ensure that measurements are in place to avoid an adverse effect due to the absences on the service and the budget.
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
