Purpose of Post .
 • Assist the Energy and Commercial Services Manager to ensure compliance with the Authorities Health and Safety policies and procedures to ensure that the Authorities corporate buildings suitable to use.
• Support site managers to fulfill their duties in terms of managing and maintaining the Council's buildings. Assist in developing a cyclical maintenance system for all the Council's assessment. (Mainly in relation to Legionalla compliance system)
• Establish and maintain a process of testing services and equipment in buildings to ensure statutory compliance, and arrange that restoration work is completed promptly and cost efficiently. (Mainly on internal arrangements on legionella disease control)
• Ensure that the people of Gwynedd are at the centre of everything we do.

Main Duties .
 • Assist in the management and development of the Council's procedures to ensure compliance with Health and Safety legislation in relation to Council premises
• Maintain detailed property audits of council buildings, in consultation with users of the buildings
• Interpret mechanical and electrical service report results and use the information to help shape the cyclical maintenance program.
• Interpret reactive maintenance calls for work data and use the information to help shape the cyclical maintenance program.
• Assist in the preparation and development of the annual planned maintenance works programs.
• Continually analyse and update the building stock condition data.
• Develop briefs and pricing schedules for commissioning planned and compliance work projects
• Occasionally assist and advise on the Authorities “Permit to Work” procedure.
• Ensure that site managers are aware of their responsibilities in relation to the Authorities maintenance Service Level Agreement.
• Ensure that site managers were aware of the issues identified in the audit condition or service certificates and that they are aware of their responsibility on them to implement any remediation work . And that they carry out the work timely and to a satisfactory standard.
• Ensure that the Council’s electronic property information systems are current and updated after completion of any works.
• Commission work from other teams within the Council or engage outside consultants to add value where needed. Analyse the consultants' recommendations, draw conclusions and take appropriate action.
• Prepare work specifications, designs and appoint contractors or consultants, in accordance with the Authorities financial regulations.
• Audit work to ensure that it meets standards in accordance with health and safety regulations and represents value for money. Occasionally under take the role clerk work on minor projects.
• Advise site managers /workers on site what to do, when there are problems with the buildings.
• Commission contractors and following the Councils guidelines and procedures in commissioning and managing contractors
• Pull on support that adds value if you do not you have the skills and knowledge to solve the issues yourself.
• Understand the demand for the service by evidence. Acting on the evidence to improve and develop the system and change the nature of demand
• Identify barriers to delivering an effective and cost efficient service and support removing the barriers.
• To ensure that quality is an integral part of every stage of the work.
• Process Contractors invoices for payment and follow the Council's financial processing procedures 
• Operate in a safe manner and conform with health and safety regulations, the Council's policies and risk management plans.
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary and responsibility level of the post.
• A responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances. e.g. the need to work unsociable hours, special working arrangements etc.
 • From time to time if necessary you may be asked to work from other council offices within the county. 
• The maintenance service is a 24/7 service, and team members are part of a rota to provide service outside normal office hours. (optional)
