Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist in the delivery of effective public library services including library provision for adults , children and young people, individually and in groups, to include administrative tasks to assist in the delivery of library services to users.
Responsibility for functions
•Staff: casual / temporary staff Stock; stock condition of adults and children Equipment: safe use of furniture, computer equipment etc. Money: Keeping simple 'imprest' accounts and banking money. Invoicing as required
Main duties
•Responsibility for setting tasks and work to front-line staff , and temporary/casual staff on a daily basis in the work setting if applicable and as requiredOrganize temporary cover for holiday and other absences
•Promote the library locally, including contacting Ti a Fi groups, Cylchoedd Meithrin, Primary and Secondary Schools, local Clubs and Societies with information about the library and Library services. Contact the local Papur Bro, with regular articles and news about the Library.
•Communicate information to staff on a regular basis ensuring that all staff are aware of current procedures, policies and guidelines. Ensure that any procedures, policies and guidelines are implemented in a timely and appropriate manner.
•Care of the building in terms of opening and closing including alarm setting, and reporting any problems or faults. Care of the whole building including reporting maintenance issues, and work that needs to be done to the Property Department and checking that the necessary work is being carried out satisfactorily.
•Organize and deliver story time for babies and children and their families on a weekly basis and content preparation which may involve choosing suitable stories, songs and rhymes, or preparing simple crafts. This work is allocated within 2 hours weekly, 1 preparation hour and 1 storytime hour.
•Complete report forms and keep monthly statistics. Ordering day-to-day stationery. Answer queries by phone or email and direct queries and calls to other staff and / or take messages.
•Issue loans and shelve resources including the loan and checks of items relating to the Petha scheme (Library of Things). Keep the library in an orderly and tidy condition. Oversee the regular organization and maintenance of book displays to attract readers and encourage stock lending, keep notice boards up to date.
•Assisting users with book holds, notifying users of their orders, processing holds. Search for items on request and process items. Maintain and organize current magazines and periodicals in the library.
•Collect fines and other charges relating to borrowing library resources keeping simple accounts and banking money and invoicing as required.
•Register new users and update library member records, help users with a wide range of enquiries, Dealing with a wide range of library users including users who may be challenging or difficult.
•Keep a simple account of the number of attendees at library events and assist with user surveys and questionnaires as required.
•Assist users with access to Public Computers, use of scanner, photocopier or other public resources available in the library.
•Signposting users to Gwynedd Library services including digital services, Gwynedd Council Services and answering user inquiries for general information by telephone or email and directing queries and calls to other staff and / or taking messages.
•Rotate suitable stock between service points according to the timetable assessing its condition to regularly weed out stock and return untidy, outdated, defective or in need of repair.
•Hire of rooms for individuals or groups. Take names for library activities and keep a reserve list. Contact users to confirm or cancel events and arrange invoicing .
•Report IT problems to the IT Helpdesk and Line Manager.
•Assist in the delivery of the library to groups as required, including Primary and Secondary school children groups, and local adult and children's clubs and societies.
•Attend training and personal development sessions as required and directed.
•Attend other Library Service, Departmental teams or working groups in conjunction with external services / agencies as required.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Working hours are reflected in a weekly opening hours timetable including working on a Saturday morning.
•Hours of Work: 17 hours per week, comprised of 14 public library hours, 1 story time*, 1 preparation hour* and 1 administrative hour*.
•The right to change the pattern of working hours is held according to the requirements of the Service. The post holder will be expected to qualify to the appropriate level in relation to the use of information technology. Training is provided as required.
•The main site of work will be Penygroes Library, but if the need arises, the postholder may need to undertake similar duties in other libraries, within its contracted hours, without any extra time or payment for that work.
New opening hours for the library will be:
Monday - 10.00 - 1.00 a 2.00 - 5.00
Wednesday - 1.00 - 5.00 (a 5.00 - 6.00 admin time and collecting Petha items only)
Friday - 10.00 - 1.00
Saturday - 10.00 - 1.00
