LOCATION: Newtown
We are looking for a manager to support the NMWTRA Mid Wales Regional Manager and to undertake the operational management and maintenance of the trunk road single network in the North Powys area of the Mid Wales region.
Delivering to the requirements of the Welsh Government Trunk Road Maintenance Manual and maintaining a safe and efficient Network on behalf of the Welsh Government.
The role is required to assist to manage delivery through Local Authority Service Providers as well as Consultants and Contractors.
You will assist to manage the Emergency Responses, Routine Maintenance and Capital Maintenance within the Mid Wales Region, managing 2 Assistant Route Managers.
The role includes participating in an out of hours service.

Job Description
Purpose of the Post.
• To directly manage maintenance and operational aspects of the trunk road network in accordance with statutory requirements (e.g. Highways Act), Welsh Government Managing Agency Agreement (WGMAA) and WG Trunk Road Maintenance Manual (WGTRMM).
• To work closely with, and to support, the Regional Manager in order to ensure a safe and consistent network in respect of maintenance and operations across the Agency Area.
• To undertake the role of Agency Silver (Tactical) Manager in respect of incident and emergency management.
• To directly manage Assistant Route Managers and Service Providers and includes frequent network visits.
• To directly manage programmed, routine and cyclic maintenance activities including reactive and emergency response maintenance activities.
• To provide support and advice Welsh Government and other Units within NMWTRA.
Responsibility for functions . e.g. staff, budgets, equipment
• Responsible for managing Capital and Revenue allocations and their implementation.• The commissioning and managing of public and private sector supply chain contractors and consultants.
• Responsible for monitoring the trunk road network and associated assets.
• Responsible for managing Welsh Government highway ‘as built’ records and maintenance manuals.
• Responsible for assisting the Emergency Services as Agency Silver (Tactical) Manager.
• To line manage Mid Wales single and dual carriageway Assistant Route Managers and associated staff.
• To deputise for the Regional Manager.
• Other trunk road ancillary equipment and associated assets.
• Laptop, mobile phone, key holder for access to WG / NMWTRA assets and offices.
Main Duties .
Network ManagementTo directly manage all aspects of the WGTRMM for the relevant trunk road network including:
• Routine cyclical maintenance functions (programmed works)
• Reactive and emergency maintenance activities
• Resurfacing and other renewals.To lead on the coordination of network traffic management, including roadspace prioritisation, with other NMWTRA Units and Teams, Service Providers, Framework Consultants, Framework Contractors, Utilities and Developers.
To contribute in the development and implementation of trunk road improvement schemes including National Transport Plan projects.To assist WG in assessing maintenance requirements based on information from technical surveys and other investigations, to consider and evaluate works options, and to develop annual prioritised works programmes.
To liaise and cooperate with the NMWTRA Traffic Engineer, or others, in investigating traffic related matters, attending road safety audits and developing schemes and proposals.
To liaise and cooperate with NMWTRA Environmental, Structures and Technology teams in the development and implementation of WGTRMM requirements.
To assist WG and the NMWTRA Business Unit by investigating and responding to public enquiries, complaints and Freedom of Information requests.
Operational Management
To manage the delivery and performance of NMWTRA Service Providers in order to ensure safe, effective, efficient, and consistent operation of the dual or single carriageway trunk road network in accordance with the requirements WGTRMM.
To liaise with the NMWTRA Operations Team (e.g. with respect to deployment of Traffic Officer Units) in relation to maintenance and incident response.
To undertake the role of Agency Silver (Tactical) Manager in respect of incident and emergency management. To coordinate and deploy Agency wide resources in response to critical and major incidents and to liaise with the NMWTRA Operations Team, Emergency Services and to engage in NMWTRA internal and Multi Agency debrief processes.
To support the Assistant Route Managers with the on-road inspection and investigatory requirements of the New Roads & Streetworks Act (NRSWA) and implement relevant Codes of Practice to the trunk road network on behalf of the NMWTRA Network Occupancy Team.
To ensure liaison with the appropriate Local Authority Streetworks Managers and other stakeholders in relation to roadspace, works programming and associated diversions.
To provide communication information for the public and other stakeholders including liaison with the Traffic Wales Service.
To liaise with the Police, in respect of fatal collision investigations on the trunk road network and undertake associated processes.
To assist with ensuring compliance with the enforcement and licencing provisions of the Highways Act 1980.
To liaise with Local Authority Network Managers, National Highways (formerly Highways England) and Utilities during both routine operational activities and emergency incident response and management.
Development Control, Third Party Claims and Land Matters
To assist the NMWTRA lead officer(s) in respect of Development Control, Third Party Claims and Land Matters and be responsible for providing operational information and technical advice.
To provide WG with operational advice and technical support to enable WG to discharge its statutory role with regard to planning and development control matters under the Town and Country Planning Act.
To liaise with developers, landowners, utilities and Network Rail in respect of development and operational issues on or adjacent to the dual carriageway and single carriageway network.
To provide information and advice relating to third party and rechargeable claims.
Risk Management Role
To assist Designers, Principal Designers, Contractors and Principal Contractors in the discharge of their duties under CDM Regulations.
To contribute to risk management on the trunk road network by the identification of risks. To ensure that appropriate risk reduction measures are implemented e.g. dealing with Category 1, 2 defects and obstructions.
To advise the Regional Manager on appropriate risk reduction measures including identifying future works and network improvements.
‘Project Manager’ role under the NEC Contract Form
To undertake the formal role of ‘Project Manager’ under the NEC Contract Form. To ensure that processes are in place to resolve contractual issues including dispute resolution, contested compensation events.
Project Sponsor Role
To manage the procurement of trunk road works, consultancy services and Framework or other Contractors using transparent and efficient procedures.
To manage the tender process from invitation, evaluation and report processes.
Management of various programmes of improvement schemes e.g. community and local safety improvement schemes.
To develop ongoing prioritised work programmes for the regional network in accordance with WG requirements, and in this context to liaise with the NMWTRA Delivery and Inspection Unit.
Provide support to the Delivery and Inspection Unit to manage project specific capital allocations, to prepare business cases and to ensure cost control for individual projects.
Specialist Functions
To manage and improve Quality Management processes in particular the Route Management Manual and related documentation.To assist the Network and Regional Managers with the management of the Service Delivery Agreement and its implementation by the Partner Authorities.
Performance Management
To implement the Agency’s performance audit processes, identify areas of non-compliance with Service Provider Schedules, address non-performance issues and work in partnership to deliver continuous improvement.
To manage monitoring, audits and investigations for activities undertaken by Service Providers or others (e.g. Utilities) in relation to Section 65 of the NRSWA and WGTRMM.
To ensure compliance with specifications and standards.
Staff Management
To supervise and provide guidance on work undertaken by subordinate staff.
Day to day management of operations staff including:

To manage the administration of operational Health and Safety procedures including NMWTRA Health & Safety procedures, the Construction (Design and Management) Regulations and Management of Health and Safety at Work Regulations for the delivery of maintenance projects and works on the trunk road network.
Responsible for Health & Safety operational procedures relating to the Assistant Route Managers.
It is the responsibility of every employee within the Agency to comply with the Health & Safety, environmental and quality policies as defined within the Agency Integrated Business Management System.
Ensure that Health & Safety at Work and environmental legislation and policies are strictly adhered to.
Act as Client under the CDM Regulations.
Undertake personal Health and Safety responsibility at all times.
General
To liaise as appropriate with Agency Officers, WG Officers, Partner Authorities and other relevant bodies.
Ensure compliance with Agency and WG financial regulations and procedures.
To contribute to the development of the NMWTRA SharePoint system and implementation of the Agency Integrated Business Management System.
To foster a culture of innovation and continuous improvement. In this context, to monitor technological and other developments in the industry, including new methods, with the aim of adopting best practice wherever appropriate.
To represent the interests of the Agency generally in the press and the media, and at meetings with, for example, Community Councils and other interest groups.

Requirement that the postholder will act as Silver (Tactical) Manager for the Agency during Emergency Incident Management – emergency situations may occur both during and outside normal working hours.Requirement that the post holder will participate in regular 24hr On-Call/Standby rota arrangements as required in relation to incident management or reactive maintenance activities.
Requirement to work hours which are outside normal working hours (bandwidth 07:00hrs to 18:00hrs in accordance with the flexi hours scheme) to assist the Regional Manager in dealing with operational planned activities if required.
Requirement that the post holder will undertake training as and when required.
Attend occasional meetings in other parts of the UK (e.g. Llandrindod, Cardiff).
