Purpose of Post
Act as Team Manager. The purpose of the Team is to:
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Manage the small groups home provision for children in a residential unit, which means acting as the unit's registered manager as a children's home.
•The post-holder will be a 'Registered Manager' of the home as detailed in the Regulation and Inspection of Social Care (Wales) Act 2016.
•Manage referrals for a service in the unit and develop and put a timetable in place to meet the needs of the children when receiving a service at the home.
•Ensure that the unit complies with its Statement of Purpose and that the children and young people who work at the unit receive the appropriate support to meet positive outcomes which is consistent with its individual plans.
•Collaborate closely with internal and external partners to achieve the best outcomes for service users.

•Manage staff, budget and the site manager's responsibilities.
Main Duties .
•Be responsible for managing, coordinating, and developing a range of services of a good standard to young people who are referred and / or accommodated at the home. Promote the practice of working in partnership with young people, their families, Children's Services' other staff, and other agencies, to meet the needs of young people.
•Ensure that a Statement of Purpose is in place, which is appropriate to the child / young person's needs and outlines the qualifications, experience and expertise of the staff who are employed at the home and ensure that the home is run in accordance with the principles as they are outlined in the Statement of Purpose.
•Receive referrals for a service and lead and coordinate the work of developing, implementing and achieving the child / young person's Personal Plan across the integrated services; communicate and set aims, support developments in practice and ensure that progress is monitored effectively.
•Provide leadership and guidance to support making decisions which are always in the best interest of the child / young person and ensure that the organisation is proactive when monitoring and providing feedback to individuals and line managers in this context.
•Provide operational management of the staff team and release staff resources so that key tasks are achieved. Ensure that there are enough resources in reserve available in emergency / out of hours situations.
•Have line manager responsibilities for a team of staff, ensuring that all members of staff have registered with Social Care Wales.
•Promote team development and staff development, including identifying training needs and plan on a joint basis with the Workforce Development Department to meet with those needs.
•Take a proactive role in recruiting processes, complaints, disciplinary, health and safety and other staff matters with the support of the Senior Manager / Responsible Individual.
•Be responsible to the Senior Manager for implementing departmental policies and arrangements, ensuring that the team's employees are aware of these, and understand them.
•Liaise with other agencies on behalf of the Department. Promote working in partnership with other agencies, the third sector and service users.
•Manage a specific budget.
•Ensure that employers use the Department's documentation and recording methods and develop purposeful documentation for the home as required.
•Ensure that the home's environment is suitable for the needs of the children who receive the service. This includes the overall condition of the building and carry out risk assessments as required.
•Ensure compliance with the Regulation and Inspection of Social Care Act 2016 (RISCA). Keep in touch and cooperation with the CIS inspectors including during inspections and other visits.
•Prepare information and reports about the team's performance and work.
•Respond and implement on the findings of the Responsible Individual's Regulation visits, internal and external audit reports and ensure that the matters raised receive attention.
•Share professional opinion on cases as required with others within the service.
•Notify the Senior Manager of cases and situations that raise key policy questions or that cause serious problems for the Department so that specialist guidance could be received or develop a new specific policy.
•Provide effective leadership through implementing organisational strategies, to be able to achieve the home's objectives by using intervention practice methods based on evidence and research.
•Responsibility for self-development.
•Ensure compliance with workplace Health and Safety rules in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s informaion management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertaking any other reasonable duty which corresponds with the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances. . e.g. the need to work unsociable hours, special working arrangements etc.
•The post may mean working unsociable hours outside normal office hours on occasions.
•The post is in Morfa Bychan, but it will also involve travelling as the post-holder will deal with cases across Gwynedd.
•The department has plans to develop more than one home. The intention is for two homes to share one Registered Manager with the support of a Deputy. Ultimately, this post will manage two registered homes on two different sites.
