Control Room Operator & Traffic Officer Dispatcher
SALARY: S2 (18-22) £38,497 to £41,254
(42hrs per week annualised (Pro Rata) 12hr shifts (inc. days and nights), 365 days a year).
LOCATION: TMC, Conwy

The Control Room Operator & Traffic Officer Dispatcher will be responsible for supporting and responding to WG Traffic Officer Service units, Emergency Services, through the utilisation of control room systems. Effective management of Traffic Officer resources including dispatching of Traffic Officers, monitoring of incidents, redeploying of resources, and advising at scene resources of wider incident related matters. The role requires operating Tunnel Control Room and Intelligent Transport System technology.

Must Complete a NMWTRA Tunnels Training Package equivalent to NVQ Level 3 within two years of appointment.DESIRABLE
HNC or equivalent in a relevant subject.

Job Description
Purpose of the Post.
• Dispatch of Welsh Government Traffic Officers and provide control room incident management functions.• To monitor the trunk road and tunnels network on a 24/7/365 basis, to continually assess network conditions and take actions as necessary in order to maintain a safe and reliable trunk road network.
• To professionally respond, support and assist Emergency Services, Welsh Government Traffic Officer Service & Other Welsh Government Service Providers dealing with incidents and maintenance on the trunk road network.
• To minimise incident related congestion and the potential for secondary incidents by dynamically risk assessing incidents and developing management response to incidents across the trunk road network.
• To manage and operate Welsh Government Intelligent Transport Systems and tunnel management systems.
• To undertake the Welsh Government Traffic Information Service provision and dissemination of information through a variety of mediums to enable safer, more reliable journeys on the network.
• Coordination of Winter Maintenance activities and actions.

• Management and control of key and security passes for the North and Mid Wales Traffic Management Centre (NMWTMC).• Control of maintenance radios at NMWTMC.
Main Duties .
GeneralDispatcher Role:
• To prioritise and monitor effective deployment of resources and accurately record information on our systems.
• To provide feedback where appropriate with a view to continually improving Traffic Officer Procedures.
• Briefing the on-shift Operations Team Manager with relevant information to ensure a smooth handover and continuity of incident / network management functions.
• Undertake training and maintain the competences required by the Agency and Welsh Government pertinent to the post.
• To act at all times in a professional manner ensuring a consistent high-quality approach in dealing with the public, Emergency Services and other Agencies.
• Supporting and responding to Emergency Services, Assistant Route Managers, Highway Works Units and Routine Maintenance Contractor (RMC) through the utilisation of Traffic Officer deployment.
Operator Role:• Effectively monitor Welsh Government (WG) control room systems (e.g. CCTV, Citilog) within the NMWTMC control room to detect collisions and incidents.
• Supporting and responding to WG Traffic Officer Service, Emergency Services, Route Stewards, Highway Works Units and Routine Maintenance Contractor (RMC) through the utilisation of control room systems for planned works.
• Briefing the follow-on shift with relevant information to ensure a smooth handover and continuity of incident / network management functions.
• To provide feedback where appropriate with a view to continually improving operating procedures.
• Undertake training and maintain the competences required by the Agency and Welsh Government pertinent to the post.
• To act at all times in a professional manner ensuring a consistent high-quality approach in dealing with the public, Emergency Services and other Agencies.
• Adherence to Trunk Road Agency Quality Management Systems.

Despatcher Role:
• Respond by taking active steps to address and manage incidents on the road network and within the tunnels area, including dispatching of Traffic Officers and liaising with all key stakeholders such as Assistant Route Managers, Partner Authority Highway Works Units, Incident Support Units and Emergency Services.
• Accurate and clear real-time recording, reporting and logging of all communications on numerous systems for a variety of intended audiences, which may include external agencies. Logging reported incidents on the trunk road using the WG Command and Control system to assist with debriefing and analysis.
• Monitor and report on any malicious/suspicious activities on the network.
• To inform the Operational Team Manager of any incident requiring attention.
Welsh Government Traffic Officer Service
Despatcher Role:
• Effective management of Traffic Officer resources including dispatching of Traffic Officers, monitoring of incidents, redeploying of resources and advising at scene resources of wider incident related matters.
• Directing the nearest Traffic Officer Unit to an incident once a location has been identified, considering and deciding upon the most appropriate recourses to commit to the incident.
• To provide information and advice relating to third party claims and Police enquiries.• Attending legal proceedings to give evidence as a witness as required.

Communication
Despatcher Role:
• To clearly communicate needs and instructions to multiple Traffic Officer Units.
• To maintain and update a log of all incidents passed over communication systems.
• To promote and build good working relationships with all key stakeholders to support inter-organisational working
Operator Role:
• To act as the Agency’s single point of contact for the North and Mid Wales area for external organisations including WG, public, emergency services, freight carriers, and coordinate response from Agency on-call personnel including Gold/Silver/Bronze commanders.• To deal with complaints and enquiries from public and other organisations in a courteous and professional manner.
Traffic Information ServiceDespatcher Role:
• To collate information from the Traffic Officers on possible delays through incidents or roadworks that will impact on members of public.
Operator Role:
• To act as a single point of contact for the Agency on a 24/7/365 basis and to notify Agency and WG Officers about network information.
• Restricting CCTV images from the Traffic-Wales website in the event of an incident.
• Follow procedures to update the Traffic-Wales website and the dissemination of text-based warnings to user groups (via Clickatell).
• Out of hours provision of the Traffic-Wales information line
Tunnels & Network Management
Despatcher Role:• Adherence to Welsh Government standards, operational procedures and policies.
• Reduce incident related congestion, ensuing Health and Safety is not compromised. Monitoring the tunnels and directing Traffic Officers to the relevant area should the Tunnels need closing.
Operator Role:• Monitoring of tunnels management systems (e.g. environmental control, service buildings).
• To identify, record and report system faults on defective equipment and functional testing of repaired equipment.
• As part of the Road Tunnel Safety Regulations 2007, Operators to implement and manage the Tunnels Incident Management procedures and protocols to assist front line Emergency Services in incident management within the A55 tunnels area.
• Adherence to Welsh Government standards, operational procedures and policies.
• To collate and disseminate winter maintenance actions and road condition reports.
Health & Safety and Environment
Despatcher/Operator:
• It is the responsibility of every employee within the Agency to comply with the Health and Safety, environmental and quality policies as defined within the Agency Integrated Business Management System.
• Ensure that Health and Safety at Work and environmental legislation and policies are strictly adhered to.
• Undertake personal Health and Safety responsibility at all times.
• The postholder is expected to be aware of the requirements of the Health and Safety legislation and to cooperate with the Directorate’s Health and Safety Manager to ensure compliance with the relevant requirements.This above list of duties is for outline purposes only. The postholder is expected to undertake any other duties relevant to the nature and grade of the post in accordance with reasonable requests from the Line Manager
Special Circumstances . e.g. the need to work unsociable hours, special working arrangements etc.
• It is a requirement to normally work a 12-hour shift over an annualised (4 on 4 off) 42hr week shift pattern including unsociable hours (nights, weekends and Bank Holidays) to provide 24/7/365 shift cover for the North Wales Traffic Management Centre Control Room.• The 12-hour day shift will be broken into two sections; 6 hours dispatch and 6 hours operator.
• The 12-hour night shift will consist of Operator duties, in addition to a requirement to undertake Dispatch duties to meet operational needs.
• Reasonable overtime will be a requirement of the post
• To form part of an on-call rota to assist in dealing with emergencies, sickness absence and major events / incidents on the network as required.
• There is a requirement of a Tunnels Diploma to be completed within 2 years of employment. •
