Purpose of the post
•Assist the Hafan Pwllheli Commercial Manager to ensure that a high quality service is provided to all Hafan and Pwllheli Harbour customers
•To provide quality facilities that are sustainable in a safe environment in our Harbour and Marina and to encourage everyone to enjoy and appreciate them.
•Oversee the management of Pwllheli Harbour including all operational and administrative elements.
•Support the Manager by leading, encouraging, assisting and supporting the Pwllheli Harbour team by discussing, agreeing, preparing and monitoring a work programme.
•Acting in accordance with the principles and arrangements of Ffordd Gwynedd contributing to the framework and vision of Ffordd Gwynedd
•Acting as a deputy to the Commercial Manager leading the Pwllheli Harbor management team to achieve effectively and efficiently what is important to the people of Gwynedd by creating and maintaining an environment of respect and trust empowering, equipping and inspiring the staff.
Responsibility for functions
•Staff – line manager responsibilities for Hafan / Pwllheli Harbour team
•Equipment - Ensure that all equipment and tools are fit for purpose and are inspected and maintained in accordance with the manufacturer's work program and recommendations.
•Site Manager Responsibilities for Hafan and Pwllheli Harbour
•Financial – responsibility for Pwllheli Harbour budgets
•Ensure compliance with Trinity House requirements
Main duties
•Organising the maintenance work programme of the Harbour and Hafan undertaking relevant Risk Assessments
•Submit purchase orders, code invoices for payments, issue receipts, submit invoice request information
•Collate boat usage data in the Harbour and Hafan.
•Organising and managing work on site, seeking quotations for the cost of work, materials and equipment.
•Engage as necessary with stakeholders and neighbouring property owners.
•Engage with community groups, outdoor activity centres and groups, Harbour stakeholders, individuals, other public and private bodies, e.g. NRW, local boat businesses, Town Council, Elected Local Members, Trinity House and others as needed.
•Conduct relevant Risk Assessments which are linked to public use of the site. Carrying out Risk Assessments of the work of Pwllheli Harbor staff.
•Ensure that staff maintain, guard and protect all Council property.
•Ensure that all staff receive training for certain aspects of the jobs. Encourage staff to identify career development opportunities.
•Ensure that emergency plans are up to date and fit for purpose.
•Ensure all mechanical plant maintenance schedules and pontoon electrical tests are completed.
•Ensure that vehicles (Tractor/Hoist) are inspected and maintained in accordance with National regulations.
•Ensure compliance and review relevant arrangements and the Harbour Safety Code (PMSC)
•Ensure that the facilities and grounds within the jurisdiction of the Pwllheli Harbour area are maintained to a high standard
•Responsibility for managing the jurisdictional area of Pwllheli Harbour ensuring compliance with the Council's vision, safety standards and relevant environmental arrangements.
•Responsibility for the supervision and inspection of environmentally sensitive sites and structures and buildings
•Monitor the condition of buildings, routes, moorings, pontoons and structures.
•Responsibility for all site Risk Assessments. Ensure that all staff are provided with suitable PPE safety clothing for the purpose. Ensure that personal safety equipment is regularly inspected and maintained.
•Responsibility for arrangements for Site Manager duties for Hafan properties and Pwllheli Harbour
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Will be required to work some weekends and Bank Holidays.
•Will be required to work outside the 08.00 to 18.00 work framework as needed.
•Will be required to lead and assist with emergency cases
•Will be required to work in any other part of the service as required
