Inspection Manager
SALARY: PS5 SCP 37-39 £45,411 - £47,420
LOCATION : Halkyn, Bangor or Llandrindod
(Hybrid working from home will be available)
To manage a team of approximately 20 in-house staff and a wider supporting supply chain delivering safety and detailed inspections of Highway assets, including pavement, drainage, vehicle restraint systems and geotechnical assets on the Strategic Road Network (SRN) across North and Mid Wales.
Working closely with Welsh Government and NMWTRA’s Network Operational Team, the post holder will assist NMWTRA in meeting its statutory obligations and achieving compliance with all relevant standards, including DMRB and WGTRMM (Welsh Government Trunk Road Maintenance Manual). In doing so, the post holder will seek to develop innovative and efficient working practices.

Job Description
JOB PURPOSE
1. To manage the Agency Inspection Service requirements in North and Mid Wales to meet duties under Section 41 Duty to maintain highways maintainable at public expense and Section 58 Special defence in action against a highway authority for damages for non-repair of highway of the Highways Act 1980.
2. Manage the implementation of the requirements of the Regulation 13 Inspection Entity requirements in respect of highway assets under The Road Tunnel Safety Regulations 2007 (as amended 2009).
3. To manage the safe delivery of the North and Mid Wales Highways Asset Inspection Service to legislative requirements, Agency Health & Safety processes and as client under D2.2 of Chapter 8 Traffic Signs Manual Part 1.
4. Contribute to the development of WG strategies, WGTRMM, Agency Business Management Systems (BMS) and ensure the Agency Inspection Service performs, and is auditable, to the procedures of the BMS.
5. To manage the implementation and delivery of the inspection and data management functions using the WG Trunk Road Agency Asset Management Systems, providing advice on the assets condition and works programmes to ensure value for money is demonstrated.
6. To manage the in-house multi-disciplinary Inspection Service and external providers in the delivery of Safety, Detailed and Specialist Inspection of the highway asset and other associated assets to meet Welsh Government Trunk Road Maintenance Manual and Design Manual for Roads and Bridges requirements.
7. On behalf of the Agency lead on the development and implementation of comprehensive Inspection Manuals, training and inspection procedures.
8. To manage the accurate and timely delivery of all inspection and maintenance records from the Agency to Welsh Government data systems,
RESPONSIBILITY FOR RESOURCES (e.g. staff, finance, equipment)• Overall responsibility for the staff, equipment and vehicles comprising the in-house multi-disciplinary Inspection Teams.;
• Management of external service providers (Partner Authorities, private sector consultants and contractors);
• Management of highway inspection data within WG asset management databases;
• Management of relevant budgets.
MAIN DUTIES AND KEY TASKSHighway Asset Inspection Service
• To lead on the Agency’s delivery of Highway Safety Inspections and Safety Patrols on behalf of Welsh Government for the purpose of identifying safety critical hazards to the highway user.
• Develop and create all inspection programmes to deliver multi-disciplinary inspection services; maximising inspection output through combined activities and minimising roadspace requirements.
• To regularly facilitate and chair meetings with Welsh Government representatives and asset managers regarding the delivery of the Agency’s Inspection Service.
• To lead on the Agency’s inspection processes (including specialist) associated with:o Carriageways, footways and cycleways etc
o Road studs, road markings, and signs
o Road traffic signals
o Road restraint systems
o Drainage systems
o Soft estate
o Street lighting systems
o Intelligent transport systems infrastructure
o Secondary structures
o Geotechnical assets
o Roadside walls and boundary fences
o Noise barriers
o Others agreed with the Agency Management Team and Welsh Government.• To assist other Agency managers (e.g. structures) as agreed with the Delivery and Inspection Unit Manager.
• Lead the Inspection Teams consisting of Inspection Engineers, Technician Inspectors and Asset Technicians.
• Lead on risk management for the Inspection Teams.
• Manage the inspection programming and task allocations to ensure the Agency Inspection Service is in accordance with WGTRMM. Manage emergency inspections as required.
• Oversee the obligations of Consultancy Inspection Providers in providing TRMM Specialist Inspection Services, and report on performance.
• Design, create and manage all inspection schedules for North and Mid Wales trunk road network and associated highway assets.
• Manage the inspection data held in WG asset management systems.
• Manage (as Project Sponsor or directly with Service Provider Operational Units) the external provision of Traffic Management contractors to facilitate the safe implementation of network.
• Manage the delivery of a cohesive Agent Inspection Service through regular communication with Network Operations Regional, Route and Assistant Route Managers, Tunnels Manager and Risk Manager in respect of highway inspections.
• Lead on the management of the Agency Highway Inspection Manual to ensure a harmonised Inspection Service across internal and external providers giving full information on inspection practices.
• Lead the Highways Inspection teams and external provider / partner authority managers on the identification, risk assessment and correct categorisation of TRMM Category 1, 2.1, 2.2, 2.3 and non-compliance defects. Carry out annual audits of this process.
• Manage and undertake internal audits of the Highways Inspection Service process. Undertake or manage internal or external audits for other Agency service provision as agreed with the Delivery and Inspection Unit Manager.
• Liaise with NMWTRA Business Unit on the Works Ordering process and design, create and implement specialist performance reports on the Inspection Service, Defect records, completed works Orders and the response periods achieved. Analyse performance reports by Asset type, Partner Authority and make recommendations for improvement to Agency Management Team. Identify and report on non-performance to senior managers to facilitate the escalation procedure as required.
• Provide reports for the Agency Third Party Claims Manager, Street Works Manager and the Highways Inspection Entity.Financial Management
Responsible for managing programmes and appropriate budgets for the Safety, Detailed and Specialist inspection of the trunk road network and associated assets as agreed with Agency Delivery and Inspection Unit Manager. Team
Project Sponsor Role
To act as Project Sponsor on projects as agreed with the Delivery and Inspection Unit Manager. In this capacity prepare a project brief, report on expenditure and chair progress meetings
Assisting the Delivery and Inspection Unit Manager with the identification, design and delivery of network maintenance and improvement requirements.
To manage the procurement of consultancy services In accordance with NMWTRA commissioning protocol as detailed within the Service Delivery Agreement and in accordance with NMWTRA’s Project Management systems.
To manage the tender process from invitation, evaluation and report processes.
To act as CDM Client on projects as agreed with the Delivery and Inspection Unit Manager.
Systems for Asset Management
• Manage the data inputting process of the output of Safety Patrols, Detailed and Specialist Drainage Inspections into the IRIS / RMMS, including the output from external provider Inspection Teams. Initiate the resolution of any problem areas of IT issues.
• Assist with the initiation of the works ordering process within IRIS/RMS/FMS and identify and facilitate the resolution of any problem areas or IT issues.
• Liaise with and assist other Agency staff (Network Operations and Business Systems) in respect of the management of WG asset management systems (e.g. WG IRIS / RMMS / EDDMS) and Agency SharePoint or GiS systems in respect of the integrated, efficient and effective service provision for:
o inventory management;
o the procurement of services e.g. Purchase or Works Orders;
o analysis of data;
o reporting to WG and Agency managers.
• Liaise with the Agency Systems IT Manager on the operational effectiveness of the IT hardware and software systems (Agency and WG) in respect of Highways Inspection Services. Report on day to day running and reliability of the systems and make recommendations for improvement.
• Monitor and audit the running of the IRIS / RMMS to ensure that NMWTRA is correctly storing and archiving 6 years of Inspection / Defect / Works order data at any one time, or as otherwise required by TRMM.Technical & Management Support
• Provide a range of technical or management support services to Agency Network Operations and Business Managers. This may include, but is not limited to, for example:
o management of specialist asset inspections or surveys for other Asset Managers;
o Management of the WG Network Referencing systems; land ownership records,
o as built documentation,
o the collation of inventory data required by WGTRMM,
o produce technical reports,
o Investigate and develop business plans for innovative solutions to maximise efficiency in the delivery of inspection services.
• Manage the continuous review and improvement of processes, procedures and performance associated with the highway inspection service.General
• To manage and motivate in house Inspection Team staff, including the management of service provider and in house staff performance, identifying and facilitating training, safety and development opportunities for team members and service provider staff to meet performance targets,
• To supervise and provide guidance on work undertaken by subordinate staff and deal with issues surrounding individual performance, e.g. discipline, grievance, attendance, or other employment matters.
