Purpose of the Post.
• To ensure that the children and young people of Gwynedd and Anglesey are central to everything we do. 
• Make a substantial contribution to the main aim of the Authorities, namely, to ensure that all our pupils reach their full potential.
• Support the Inclusion Manager to ensure that the Service fulfils its full potential by leading specific tasks and projects.
• Coordinating improvements in accordance with the instructions of the Inclusion Manager.
• Delegate to the Inclusion Manager and represent the Service as required.
• Develop, lead and oversee specific projects within the area of work including responsibility for finance, staff and report as requested.

• Manage contracts as required including service standard agreements with other parts of both authorities
Main Duties
 • Ensure that the Council fulfils its statutory responsibilities for ensuring attendance and good behaviour whilst promoting high levels of social inclusion and wellbeing through assessment, support and where necessary, intervention, particularly of our most vulnerable learners and the learners who are children in care. 
• Ensure that the needs of vulnerable learners are fully met through the work of the Inclusion Team with a key emphasis on raising attendance and reducing exclusions.
• Ensure the most appropriate support to prevent vulnerable learners from being excluded and those who are at risk of dissatisfaction.
• Contribute effectively to ensure the quality of educational provision for pupils who receive support from the Inclusion Service including those in mainstream schools, Rotation Centres, Education Hubs and Education other than in school settings.
• Plan, facilitate, and where appropriate contribute to providing effective training programmes which aim to raise standards, develop teachers' expertise, improve attendance and reduce exclusions.
• Provide guidance and operational management support to the work of the Inclusion Team and support schools to reduce exclusions and effective use of the controlled movements policy.
• Brokering creative support where necessary to prevent exclusions of primary and secondary pupils.
• Ensure that schools are effectively supported regarding possible exclusions with the intention of reducing the level of exclusions.
• Implement the effective re-integration progress.
• Represent the Education Authority as necessary and ensure fairness in meetings where pupils at risk of permanent exclusion are discussed. 
• Represent the Education Authority as necessary and take responsibility over pupils’ continuation of education who are permanently excluded.
• Provide operational management support to ensure that there is optional education at home (EHE) and Education outside the school is appropriate and meets the needs of learners. 
• Ensure that there is a continuum of support for behaviour that is effective in all learning settings in the Authority. 
• Provide robust quality assurance of the education provided to students who are taught outside of school mainly in the KS3/4 hubs. 
• Regular collaboration and consultation with the Senior Behavioural and Inclusion Psychologist and the other ALN&I Quality Officers for planning suitable interventions for the pupils who receive support.
• Collaborate with other teams in the Department to ensure a coordinated approach to oversee and share achievement data and information effectively across the service and the Department as appropriate. 
• Communicate a shared vision that promotes good attendance and low exclusion rates whilst ensuring high levels of social inclusion and learner wellbeing, particularly for our most vulnerable learners and those learners who are looked after.
• Train as a certified trainer in the field of behaviour maintenance to provide training in schools across the Local Authority as appropriate. 
• Monitor the implementation of restrictive practices as appropriate.
• Support decisions regarding the approach to be taken for schools facing challenges, with particular reference to promoting good attendance and reducing exclusions while ensuring high levels of social inclusion and learners' well-being, especially for our most vulnerable learners and those learners who receive care. 
• Maintain close working arrangements with the Department's and schools' resource management provision. 
• Implement national and local policies, strategies and operations that promote and contribute to the social and educational inclusion of pupils in their communities.
• Ensure that resources are used effectively.
• Provide professional advice and support to schools to improve attendance and reduce exclusions of children and young people.
• Take delegated responsibility for managing allocated financial budgets ensuring that the team uses the resources available to meet service requirements in a flexible and creative way. 
• Monitor the quality of the hubs' provision and take appropriate steps to ensure improvements by reviewing the provision on an ongoing basis so that it meets needs, of high quality and efficiently, ensuring that quality frameworks, service level agreements are in place. 
• Monitor and evaluate the results of the service on an ongoing basis against agreed standards, raising any issues / problems with the Inclusion Services Manager 
• Attend meetings, locally, regionally and nationally, which relate to attendance, inclusion and well-being at the request of the Inclusion Manager 
• Multi Agency working- Ensure active contact with educational institutions and other educational partners. 
• Be a proactive member of the year 11 vulnerable pupils panel and contribute to the agendas to reduce NEET's.
• Lead on carrying out any procurement and contract management exercises.
• Responsibility for self-development.
• Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
• Operate within the Council’s policies in relation to equal opportunities and equality.
• Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
• Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
• Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
• Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
