zJob Purpose
1.Leadership of Energy Delivery Team including management of staff, delivery of Smart Local Energy Fund, delivery of the Regional Energy Strategy and the Local Area Energy Plans.
2.Management and delivery of assigned projects within a programme environment including mobilisation, launch and delivery of the £25m Smart Local Energy Fund
3.Development of business cases for all assigned projects/workstreams
4.Achievement of individual project/workstream objectives and cumulative programme outcomes and targets on time and within allocated resources;
5.Co-ordination of projects and inter-dependancies across the programme and wider Growth Deal portfolio.
6.Lead on stakeholder engagement for the Energy Delviery Team working collaboratively with partners to deliver objectives and benefits.
Responsibility for functions (e.g. staff, budgets, equipment)
•Line management of Energy Delivery Team including three project officers
•Manage budgets, monitoring expenditure and costs against delivered and realised project outputs and wider programme benefits.
•Matrix management of staff and resources across teams incuding allocation and management of work.
•Be responsible for relevant equipment including laptops and mobile phones
Duties and Responsibilities
Low Carbon Energy and Local Area Energy Planning
•Lead on the delivery of the Regional Energy Strategy Action Plan
•Manage the development and adoption of Local Area Energy Plans across North Wales
•Progress applications for Energy related funding opportunities as required
•Oversee and lead the development of Full Business Cases for Energy Projects
•Manage and input to relevant Energy Project / Programme Boards as required
•Work with key regional stakeholders, partners and governments to ensure successful delivery of Energy Projects and Programmes
•Establish relationships with cross-border hubs and programmes to support strategic aims and exploit joint investment opportunities;
•Support the delivery of Ambition North Wales Low Carbon Energy programme and projects.
Smart Local Energy Fund
•Manage the mobilisation, launch and delivery of the fund in line with the Fund Management Plan and Fund Investment Strategy
•Lead on the marketing and promotion of the fund in line with the marketing strategy
•Undertake day to day management and facilitation of external Fund Advisor contract
•Escalate decisions and issues to the relevant boards and support governance & Investment Decision Making processes
•Monitor progress and performance of the portfolio and undertake benefits realisation of the investments
•Establish relationships with regional stakeholders to exploit opportunities for collaboration, joint investments and maximising local benefits
Project Management
•multiple project/workstream design and business case completion including negotiation and agreement within assigned programme(s)
•manage multiple complex projects/workstreams through approval and implementation in line with Ambition North Wales project management framework
•quality assurance of all project/workstream work
•provide professional support including quality assurance to other projects within the wider Growth Deal portfolio.
Programme Management
•support the co-ordination and oversight of programme management systems and disciplines to industry standard;
•collective co-ordination and management of the inter-dependencies across programmes and projects
People Management
•Line-managing a project team consisting of two project officers
•Management of key consultants and advisors supporting the workstreams
Programme and Contracts Governance
•negotiation and management of contracts
Resource Management
•capital and revenue project budget and grant management
•maximise the effective use of resources in the delivery of projects
•achievement of any set commercial and income targets
Performance and Risk Management
•performance management and accountability at project/workstream output levels
•risk management and accountability at project/workstream output levels
Reporting and Accountability
•reporting on progress and performance to key stakeholders
•reporting on project and resource planning as required
•quality assurance of all data and performance reports
•acting as an expert and trusted advisor within the Portfolio Management Office
Ambassadorial
•acting as an advocate for the Growth Vision and the region
•development and management of effective external relationships at all levels
•management of external project/workstream communications and public relations
