This post will be based at either one of the below locations:-
Parc Menai / Conwy / Halkyn / Llandrindod / Aberaeron / Newtown / DolgellauThis exciting job gives you the opportunity to work two days from the office and three days a week from home.
Purpose of the post is to support the Business and Statutory Operations Manager and to advise Agency Management Team and staff on Environmental matters such as environmental management, climate change, improve biodiversity, promote environmental innovation as well as playing a leading role to ensure that NMWTRA fulfils its obligations under the Welsh Government Managing Agency Agreement and the Welsh Government Trunk Road Maintenance Manual with regard to environmental and climate change matters.

Job Description
Purpose of the Post.
1. To support the Business and Statutory Operations Manager and to advise Agency Management Team (AMT) and staff on Environmental matters
2. To manage and provide focussed leadership for the Environmental Management Team
3. Environmental Management - to lead the Environmental Management Team in undertaking its Environmental Management functions for the trunk road network in both the North & Mid Wales regions and the A55 Design, Build, Finance & Operate (DBFO) section across Anglesey. To manage the Agency Environmental Management System (EMS) which is accredited to ISO 14001.
4. Climate Change - To lead on developing a Climate Change Strategy for the Agency with a view to meeting Welsh Government carbon neutral strategy targets by 2030.
5. Delivering WGMAA/WGTRMM – To ensure that NMWTRA fulfils its obligations under the Welsh Government Managing Agency Agreement and the Welsh Government Trunk Road Maintenance Manual.
6. Improve Biodiversity – To develop and deliver a NMWTRA Biodiversity Action plan in line with WG requirements laid out in the Nature Recovery Plan.
7. Innovation – to promote environmental innovation within NMWTRA and its supply chain

Main Duties
Climate Change
The Welsh Government (WG) is committed to achieving a carbon neutral public sector by 2030 and to coordinating action to help other areas of the economy to make a decisive shift away from fossil fuels, involving academia, industry and the third sector. It has published “Prosperity for All: A Low Carbon Wales”, which sets out 100 policies and proposals to meet the 2020 carbon emissions targets.
WG also published “Llwybr Newydd- The Wales Transport Strategy” in 2021 which commits to reducing transport emissions as part of efforts to tackle the climate emergency. Currently transport makes up 17% of Wales’ carbon emissions.As a Public Sector organisation NMWTRA needs to develop and implement a strategy to meet the 2030 zero carbon target set by WG. Whilst also, being an Agent of Welsh Government with responsibility for management and maintenance of the Strategic Road Newtwork (SRN) needs to effectively contribute towards delivering the aspirations set out in “Llwybr Newydd”.
The postholder will be expected to develop an effective strategy to baseline NMWTRA’s carbon footprint, identify key areas for carbon reduction and develop an action plan for delivering carbon reduction to meet the 2030 zero carbon target. The role will be required to promote and co-ordinate Climate change initiatives and guide other unit managers to deliver on the strategy.
There is an expectation that this role will liaise and work effectively with their Climate change counterpart within WG in order to deliver on the Climate change strategy

Management and leadership
To Manage, lead and mentor a multidisciplinary team of staff (14) as follows: Ecologists (2) ,Environmental Co-ordinators (2) Environmental Officers (4) and Arboroculturist (6) and develop a strong team working culture.
To set and manage team workprogrammes and monintor progress to ensure targets are met.
To develop a culture of team working.
To supervise and provide guidance on work undertaken by subordinate staff.
Environmental Management
Responsible for overseeing the Agency’s environmental performance and for developing, implementing and monitoring environmental strategies that promote sustainable development and to ensure that the Agency is operating in accordance with environmental guidelines and targets. The role will involve examining Agency activities to determine where improvements can be made and ensuring compliance with environmental legislation across the organisation.
To lead on the preparation and implementation of Agent policies and procedures for the delivery of environmental management functions, and to represent the Agency when required.
To assist WG in the implementation of relevant legislation, policies and standards.
There is an expectation that this role will liaise and work effectively with Welsh Governments Soft Estate Manager to deliver a comprehensive soft estate management strategy.
To liaise with the NMWTRA Units and Teams to ensure that environmental requirements are given due consideration
To supervise and provide guidance on work undertaken by service providers.
To be responsible for self-development.
To undertake any other proportionate and reasonable duties that correspond with the salary level and responsibility level of the post as required by the line manager.

Delivering WGMAA/WGTRMM
To ensure that NMWTRA fulfils its obligations under the Welsh Government Managing Agency Agreement and the Welsh Government Trunk Road Maintenance Manual relating to the Soft Eate.
To direct and control the management and budget to ensure an effective, efficient, and consistent environmental management service delivery for the single and dual carriageway trunk road network and the soft estate fully in accordance with the requirements of the Welsh Government Managing Agency Agreement (WGMAA) and the Welsh Government Trunk Road Maintenance Manual (WGTRMM).
To manage the Environment Team staff in the delivery of inspection, survey, inventory and maintenance functions via the Agency’s service providers to ensure that the soft estate is maintained in accordance with WGTRMM, the Design Manual for Roads & Bridges (DMRB) and Manual of Contract Documents for Highway Works (MCDHW).
To implement and manage environmental risk management systems and procedures
Revenue and Capital Schemes
Ensure compliance with Agent and WG financial regulations and procedures.
Management of various programmes of capital and revenue environmental works and to ensure that schemes are delivered to cost estimates and time targets
To develop ongoing prioritised work programmes for the regional network in accordance with WG requirements, and in this context to liaise with the NMWTRA Delivery and Inspection Unit.
Biodiversity improvements
To develop and deliver a Biodiversity Action plan in line with WG requirements laid out in the Nature Recovery Plan.
Performance management and reporting
To lead on the management of the Agent’s accredited ISO14001 Environmental Management System
To provide Environmental performance reports to WG as required.
To develop a suite of appropriate environmental performance indicators for the Agency
Health & Safety
It is the responsibility of every employee within the Agency to comply with the Health and Safety, environmental and quality policies as defined within the Agency Integrated Business Management System.
Ensure that Health and Safety at Work and environmental legislation and policies are strictly adhered to.
