Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Be a key member of the Organisational Learning and Development Service, and:
•Provide developmental support to all Council staff and Members
•Contribute to the Council's workforce planning through Talent, Apprenticeship and Cynllun Yfory schemes
•Contribute to the development of an organisational culture, e.g. Ffordd Gwynedd, and promote a working environment that allows the organisation and its staff to be at their best
•Contribute significantly to recruitment arrangements across the Service
•The post-holder will be responsible for the following:
•Implementing the operational elements of the Service's learning and development, i.e. learning programmes
•Providing administrative support and appropriate practical support for all elements of the Service's work
•Ensuring robust procedures and arrangements are in place to enable the Service to operate effectively and efficiently and provide appropriate developmental opportunities
•Be a member of the Service's Leadership team who decide on strategic issues.
•Undertake a specialist role in terms of work arrangements and business principles
•Be a mentor for less experienced staff
Responsibility for functions
•Be responsible for developing and maintaining learning systems, e.g. Staff Development Module (MoDS), and ensure the quality of records.
•Be responsible for prioritising, managing and purchasing learning resources and materials such as learner files and textbooks for a range of programmes, e.g., IOSH, ILM, i-Act. This involves stock management - ordering, paying, storing and monitoring stock levels.
Main duties
LEARNING AND DEVELOPMENT
•Ensure that robust procedures and arrangements are in place to enable the Service to operate effectively and efficiently and provide appropriate developmental opportunities.
•Undertake an overview of the learning provision in order to make objective business decisions
•Identify the organisation's developmental needs
•Use the learning resources (trainers and equipment) in the most effective way
•Coordinate all learning and development arrangements to ensure professionalism, consistency and quality.
•Act as a main contact with external training providers.
•Contribute in a practical way to learning programmes, e.g. facilitation.
SUPPORT
•Lead on the work of providing administrative support and practical support for all elements of the Service's work.
•Lead on the service's training arrangements, including:
•Advertising events
•Arranging trainers/providers
•Arranging rooms or virtual sessions
•Ensuring the quality of learning materials
•Circulating learning materials, etc.
•Recording training programmes and key information
•Lead on developing and maintaining administrative systems, e.g. Staff Development Module (MoDS)
•Work across all Council departments to identify and prioritise developmental needs
•Work with IT developers to develop new features as well as modifying existing ones
•Ensure the accuracy and quality of information about MoDS as well as the accuracy of reports
BUSINESS
•Look for new business opportunities and develop them, if appropriate.
•Analyse information to identify and prioritise training needs.
•Create a business / commercial strategy for the Learning and Development Service.
•Lead on procurement and contractual arrangements in line with the Council's financial procedures when purchasing external provision as well as equipment/resources/materials.
•Be responsible for implementing the budget.
•Create and administrate contracts.
•Develop, implement and administrate the commercial element of providing training to organisations outside of the Council.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
