Job Description
Purpose of the Post.
• Ensure that the people of Gwynedd are at the heart of everything we do.
• Lead the team responsible for providing finance and accountancy service to Council Department / Departments in the most efficient and effective manner and contribute to enable the Department / Departments to achieve its aims and objectives.Responsibility for functions e.g. staff, budgets, equipment
• Manage three members of the accountancy team on a day-to-day basis and overall responsibility for the equipment used within the scope of the post.
3 Main Duties
The post holder is expected to lead the Team which provides financial accounting and management accounting support service to the Department / Departments as follows:• Ensure that the targets set by the Senior Finance Manager are achieved and take steps to correct any slippage or reduction in quality.
• Line manager for the finance staff working with related Department / Department budgets and encourage staff to work to their full potential, measuring performance against targets.
• Ensure that the requirements of the Head / Heads of Department and management are fulfilled in accordance with any requirements set in a service level agreement.
• Carry out work on the budgets and accounts of the relevant Department / Departments, compliant with appropriate professional standards, with the instructions of the Senior Finance Manager or Head of Finance and in accordance with any relevant corporate policies.
• Prepare the budgets and final accounts of the Department / Departments concerned, in accordance with guidelines laid down by the Senior Finance Manager or Head of Finance.
• Perform budgetary functions related to the areas of the Department / Departments concerned, in accordance with applicable statutory requirements, and take personal responsibility for complex budgets requiring high-level input.
• Monitor the revenue and capital budgets of the Department / Departments concerned and prepare reports as applicable for the Head / Heads of Department and management, Senior Finance Manager and/or Head of Finance.
• Establish and review financial information systems, consulting with the Head / Heads of Department and management where necessary to ensure that sound fiscal management can be exercised.
• Ensure that accurate grant applications are submitted on time to external bodies and that appropriate grant monitoring arrangements are in place.
• Assist the Senior Finance Manager in considering any accounting developments in the area of services involved, and assist in developing compliant arrangements by keeping abreast of relevant developments.
• Attend relevant meetings, committees, working groups or panels as required by the Senior Finance Manager and play a leading role in developing the financial strategy of the Department / Departments concerned.
• Provide advice, information or financial reports to the Head / Heads of Department and management as necessary.
• Provide and review statistics of relevant services in accordance with statutory requirements and recognised accounting standards.
• Responsibility for self-development.
• To ensure compliance with workplace Health and Safety rules in accordance with the responsibilities set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
• To act within the Council’s policies in relation to equal opportunities and equality.
• Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation.
• A commitment to reduce the Council's carbon emissions in accordance with the Carbon Management Plan and to encourage others to take positive action towards reducing the Council's carbon footprint.
• Undertake any other equivalent and reasonable duties which corresponds with the salary and responsibility level of the post.
