Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Play a central role in every aspect of the work that is related to running the Economy and Community Department's priority projects by leading, delivering, managing and owning projects that are part of Gwynedd's Regeneration Framework and the Area Schemes. This to be achieved by giving full consideration to the resources, policies and priorities of the Council and relevant developments on a regional, national and British level.
•The post will respond to the Gwynedd Regeneration Framework - the Framework and the Area Plans are live plans that will change regularly. Therefore, the projects are not restricted to what is included in the current plans;
•The schemes vary in their nature strategically, financially and technically and they are divided by expertise, skills and the experience of team members.
Responsibility for functions
•Staff - Responsible for staff working on implementing the schemes within the Service
•Finance - Operational responsibility for managing and reporting on project finances as well as monitoring the work of projects from different partners.
Main duties
•Working on the Department's key projects, responsible for day-to-day project management, accountable to the Regeneration Programmes Manager.
•Commission and manage contracts that are related to the Department’s priority projects.
•Fulfil the role of project management by producing documents of high standard, including but not restricted to; the Project Initiation Document, project plans, the risk logs and progress matters and reports. There will be a need to ensure that all the documents continue to be up-to-date throughout the project.
•Lead and manage various work aspects associated with the Regeneration Framework projects and Area Plans. This will include developing a close cross-departmental working relationship with external partners.
•Act pro-actively to drive the project and agreements forward, by being responsible for managing all the elements and associated resources.
•Fulfil all relevant work tasks to ensure that the projects and commissions are being completed successfully by aiming to deliver the project objectives as effective and efficient as possible.
•Lead, manage, monitor and report on project resources and finances.
•Assist, contribute, lead, manage and coordinate the work to complete business cases.
•Instruct and stimulate project teams, cross-departmentally and with external partners, and monitor their work.
•Ensure that the project fulfils all the essential outputs and outcomes, and this within cost, time and quality boundaries.
•Form and lead on implementing a comprehensive communication strategy for the project for managing their expectations.
•Use change management methods and techniques to effectively and efficiently support the delivery, by considering creative and innovative solutions for problems, and implementing them successfully.
•Collaborate closely with the relevant stakeholders, by nurturing an effective and influential relationship with the Council’s principle officers, the Cabinet, elected members and external stake-holders as required.
•Manage any external / third party contributions to the work in the project.
•Manage and monitor risks within the project, by solving arising problems and issues, taking remedial steps, or escalating important issues.
•Report on the project's progress to Programme Boards, Project Boards, Performance Challenge Meetings, the Cabinet and any committee/other internal group or external relevant bodies as necessary,
•Verify and manage the quality of the delivery project's products and outputs – by ensuring consistency, that they are compatible with the Council’s other strategies, and that they satisfy any other corporate technical and specialist standards.
•Collaborate with other members of the team, officers of the Council's Directorates and external stakeholders such as Welsh Government Civil Servants in accordance with project requirements.
•Respond to correspondence and enquiries associated with projects, either verbally, by phone, e-mail or letter.
•Contribute to identify, research and assess the feasibility of new projects in order to expand our Regeneration Framework and Area Schemes for the future.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Current valid driving licence and business car insurance.
•There will be a need to work on your own outside normal working office hours as required.
•The post-holder will need to be available to work throughout the whole of Gwynedd at times.
