Structures Manager
SALARY: PS7 SCP 41-43 £43,662 - £45,591
LOCATION : Halkyn, Bangor, Conwy, Dolgellau, Llandrindod
(Hybrid working from home will be available)
To manage a team of 15 in-house staff and a wider supporting supply chain delivering the inspection, maintenance and capital programmes on all Trunk Road structures in North and Mid Wales. This covers over 2000 structures with an annual budget of approximately £6m.

Job Description
Purpose of the Post
- To be responsible for the overall management of Trunk Road Highway Structures with specific responsibility:
- for Inspecting Asset Condition and;
- Managing delivery of Assessment, Strengthening, Maintenance, Upgrade and Renewal programmes.
- Managing all routine structures maintenance programmes;
- To act as the Agency’s technical lead on all structures related issues.
- To be responsible for overseeing and coordinating all Agency structures projects with regard to ensuring delivery to cost, time and quality requirements
- To assist in the coordination and programming of the Agency’s annual and 5 year programme of structures renewal, maintenance, upgrade, and safety schemes.
- To manage the implementation and delivery of the Inspection and Data management functions using the Welsh Government’s (WG) Trunk Road Agency Asset Management Systems, providing advice on the assets condition and works programmes to ensure value for money is demonstrated.
- To manage the Agency Structures, Partner Authority service providers and external consultants in the delivery of highway structures and related commissions in accordance with Agency procedures to ensure quality, time and cost targets are met.
- To continuously review the service, identify areas of best practice and advise senior management on appropriate improvement measures. To programme and implement agreed improvement plans.
- To act as Project Sponsor and CDM Client on projects as agreed.
- To procure and project manage consultancy design and contractor services in accordance with Agency procedures, ensuring compliance with performance requirements.
Responsibility for functions
- Manage the in-house structures capital delivery, inspection and maintenance team (15 staff)
- Management of external service providers (WG service providers, Partner Authorities and private sector consultants and contractors);
- Management of bid preparation and associated structures budgets.
Main Duties
Structures Management
- To implement, manage and review policies and procedures for the inspection, assessment, strengthening, maintenance, upgrade and management of the condition of WG structures and geotechnical asset in accordance with the Welsh Government’s requirements to minimise whole life costs.
- To procure and manage structures service providers, external consultants and contractors to deliver the Agency’s overall structures and geotechnical requirements.
- To manage the following key functions:
- Overall management of all structures related assets including Bridges, Tunnels, Viaducts, Culverts, Retaining Walls, Sign Gantries, ITS structures, Earth Retaining Structures and Road Restraint Systems.
- Assessment and Strengthening Programme
- Management of Sub-standard structures
- Parapet Upgrading Programme
- Pier and Column Assessment / Protection
- Bridge Upgrade programme (Waterproofing, Joints, Bearings)
- Manage the role of Geotechnical Maintenance Liaison Engineer (GMLE) under DMRB HD41 and undertake geotechnical management functions under HD22 with assistance from service providers.
- Assist the Welsh Government Statutory Tunnel Manager in delivery of Tunnel Structure related projects as required by The Road Tunnels Safety Regulations and other relevant national standards.
- To manage the delivery of the above programmes whilst achieving value for money and ensuring safety, serviceability and sustainability.
- Liaison with key stakeholders on all Trunk Road Structures related issues including WG Senior Management, Local Authority Bridge Managers, Service Providers, Private Sector Consultants, Public Bodies (Natural Resources Wales, Statutory Undertakers, CADW etc), Direct Works Organisations and Contractors, Emergency Services.
- Review of Approvals in Principle for Assessments and Design for New or modification to existing structures in accordance with WG and National Technical Standards.
- Acceptance inspection and management of all new structures and geotechnical assets as part of the WG asset register and incorporate into existing structures management regimes.
- Review of all technical reports and surveys such as Principal and General Inspection reports.
- Management of the in-house bridge inspection and maintenance team in delivering General, Principal and Special Inspection Programmes ensuring delivery of service in accordance with WG requirements and performance indicators.
- Management of service provider direct labour organisations and external contractors delivering the structures and geotechnical Routine Maintenance Works Programme in accordance with the WG Trunk Road Maintenance Manual.
- To advise the Agency on structures and geotechnical related issues for works on structures programmes and issues in connection with other programmes of works.
- To manage the performance of the in-house inspection team providers in the delivery of a programme of asset inspections, assessments and studies including the collection and collation of condition data in accordance with the WG’s requirements.
- To operate the WG’s Asset Management databases and implement processes and systems to update and maintain inventories and records relating to the WG’s asset.
- Assist Welsh Government in Identifying and prioritising the programme of renewal and upgrade schemes through the provision of condition information.
- Any other duties required to deliver the bridge management service commensurate with the grading of the post.
Project Management
- To manage the procurement of trunk road works and consultancy services including major maintenance renewals and upgrade / improvement schemes, using transparent and efficient procedures.
- To undertake an overseeing and coordinating role for all structures projects with regard to ensuring delivery to cost, time and quality requirements.
- To ensure the principles of Rethinking Construction are promoted by the Agency in its procurement procedures and to direct the management of all construction and other contracts let by the Agency.
- The management of various programmes of improvement schemes.
- Liaising with Asset and Regional / Route Managers in the identification, design and delivery of network improvement schemes.
- To deliver ongoing prioritised work programmes for structures asset infrastructure in accordance with Welsh Government requirements.
- To manage the implementation of works through appropriate procurement procedures.
- Applying the principles of the PRINCE2 project management system.
- Liaising with Partner Authority and private sector providers with regard to projects including the provision of Key Performance Indicators
- Liaising with the Delivery & Inspection Unit with regard to project performance management
To ensure compliant contract administration of projects on the network to meet WG requirements.
To act as Project Sponsor on projects as agreed. In this capacity, to undertake the following functions:-
- to identify project need, secure project funding and prepare project brief.
- to ensure that all commissions are allocated in accordance with the PA Consultancy Service Protocol.
- to agree the project brief and programme
- to approve consultancy fee and delivery team proposals
- to liaise with relevant WG personnel.
- to be responsible for overall project delivery and budget management.
- to agree and approve compensation events
- to review and agree monthly submissions for payment
- to receive, review, amend and approve project KPI’s.
- to initiate non-performance processes.
- to report on expenditure to date and future expenditure profile to the Agency Business Unit.
- to arrange and chair project progress meetings.
- to review and endorse project related submissions prior to issue to WG.
- to ensure appropriate closure of projects in accordance with defined procedures.
To act as CDM Client on projects as agreed. To advise and assist Project Sponsors on the role of CDM Client.
To act in a senior capacity in dealing with significant contractual issues including dispute resolution, contested compensation events and the arbitration process.
To manage all relevant highway project budgets associated with the above.
Programme Management
To assist in the coordination of the process of identifying, promoting and prioritising the Agency’s annual and 5 year programme of structural renewal, maintenance, upgrade and safety schemes.
To support the Delivery and Inspection Unit in the overall development and delivery of the programme of structures revenue and capital projects across the Trunk Road network in North Wales in accordance with Welsh Government (WG) requirements.
To enable the delivery of the programmes of projects through the procurement of trunk road consultancy services and construction works in accordance with Agency procedures.
Other Technical Duties
To assist with regard to the technical and contractual aspects of the establishment, monitoring and renewal of the Agency’s framework contracts
To assist in the development and implementation of project procurement policy and procedures including the development and implementation of the SharePoint project management system and associated database. This will include training and staff development issues both within the Agency and with service providers.
To develop and review processes as part of continual improvement to ensure that budget allocations are utilised efficiently and effectively and that works are delivered to time cost and quality, without undue public or media reaction.
To assist in the management, the collation, preparation and submission of cost and programme estimates to WG in accordance with agreed commissioning processes.
To ensure compliance with all legislative requirements relevant to the post.

Performance Management
To assist the Business & Quality Manager and relevant staff to develop systems and procedures for the Agency Business Management System.
To ensure that systems and processes are implemented to audit, monitor and manage the performance of the supply chain in delivering the projects.
To implement methods of reviewing performance and working in partnership to deliver continuous improvement.
To address areas of service provider non-performance.

Special Circumstances
- This post will require periodic working outside normal office hours including attendance at night time closure of A55 Tunnels, attendance at night time reactive / routine maintenance activities and night time capital works projects.
- Visit construction sites.
- Attend meetings in other parts of the UK (e.g. Llandrindod, Cardiff).
