Purpose of the post
• To ensure that the people of Gwynedd are at the centre of everything we do.
•To provide the Council with a legal service that enables it to work effectively for the benefit of the people of Gwynedd.
Responsibility for functions
•
Main duties
•Advise Council Departments and other clients on legal matters within specific areas.
•As required, attend and advise the Council's committees on matters arising from the post-holder's specific areas of work.
•Represent the Council and other clients in courts, tribunals, and other formal investigations and hearings, as necessary and within specific areas.
•Deal with legal work that derives from specific areas.
•Assist with the work of other members of the legal unit from time to time as needed.
•Undertake any other reasonable duties given to the post-holder from time to time by the Legal Services Manager.
SPECIFIC AREAS
•The specific work areas can vary from time to time. They currently include the following:
•Deal with property issues including conveyancing, leases, licences, mortgages, easements, compulsory purchase (including public inquiries) and matters pertaining to small holdings.
•Deal with legal work that derives from economic development and community regeneration functions.
•Take on possession cases where appropriate.
•Advise on common land matters.
•Provide specialist legal advice on a wide range of contractual and commercial matters.
•Draft, review, negotiate and give advice on tender documentation, contracts, agreements, licences, deeds and other legal documentation.
•Provide legal assistance on governance and the processes of making decisions that deal with contracts and commercial activities.
•Give advice on public procurement legislation and associated regulatory requirements.
•Support procurement exercises from the start to award, ensuring compliance with relevant procurement rules and the Council's procedures.
•Give advice on procurement challenges, contract variations and disputes.
•Give advice on contract breach claims, enforcement matters and dispute solution strategies.
•Responsible for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s carbon footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
