Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Assist with providing a planning policy service for the Cyngor Gwynedd planning authority area.
Responsibility for functions
•Assist with the effective implementation of the duties related to planning policy.
•Responsibility for personal computer equipment.
Main duties
•Assist with the work of preparing a Local Development Plan for the Gwynedd planning authority area, to ensure a Plan that complies with the statutory requirements and addresses the needs of the communities in the area socially, economically and environmentally towards the future. This will include:
•preparing evidence base for topic papers
•assisting with documents and presentations for the statutory public consultations as well as briefing sessions for Elected Members
•supporting with providing evidence for submission to the public inspection.
•Assist with acting on reconciling where appropriate the process of preparing a Local Development Plan with strategies and other policy documents that have been, or are being prepared by the Council, by neighbouring authorities, at a regional and national level.
•Assist the commissioning work in connection with the work of preparing a Local Development Plan.
•After adopting the Local Development Plan, assist the process of monitoring, reviewing and revising the Plan.
•Assist with implementing the work of preparing Supplementary Planning Guidance for the Local Development Plan (following adoption).
•Assist with implementing the procedures that feed into monitoring the Joint Local Development Plan (Gwynedd and Anglesey) in partnership with Anglesey, in order to support the work of ensuring that a joint Annual Monitoring Report (1 AMR) is prepared annually until adopting the New Plan, in accordance with the statutory requirements.
•The above to include assisting with implementing the work of monitoring the Supplementary Planning Guidance and of preparing any revised / new Supplementary Planning Guidance to support the policies of the current Joint Development Plan under the leadership of the Planning Policy Team Leader.
•Collaborate closely with the Planning Service and provide expert policy advice on proposals, planning applications and planning and enforcement appeals, including giving evidence.
•Assist with acting on the input of the Planning Service, to the process of preparing the Local Development Plan and any Supplementary Planning Guidance.
•Assist with implementing regular work arrangements to provide advice and specialist guidance on planning policy matters for Gwynedd Departments / Services, Elected Members and other customers of the Service.
•Assist with contributing towards providing a response on behalf of Gwynedd to consultations by the Welsh Government and other relevant bodies.
•Assist with acting on providing Gwynedd's input to the process of preparing a Strategic Development Plan, to try to ensure that the Plan is in line with Gwynedd's priorities and needs.
•Assist with preparing and submitting reports to Committees, Sub-committees, a Panel or Forum, which is associated with the duties of the Team.
•Assist with work on projects and research work that are a high priority for the Council (e.g. second homes and short-term holiday lets).
•Assist with contributing towards policies in the Council's corporate strategies and plans.
•Implement development control duties which include dealing with requests for advice and planning applications, preparing reports for the Planning Committee (and delegated) and deal with planning appeals. Investigating cases of non-compliance and deal with enforcement appeals. This will be in consultation with the Planning Policy Manager, Planning Manager (Development Control and Enforcement) and the Assistant Head. •Assist with the work that contributes to the performance of the Service.
•Act in accordance with the principles that have been established in relevant laws (e.g. Health and Safety, the Well-being of Future Generations Act, Social Services and Well-being Act, Data Protection Act) and adhere to them.
•Responsible for self-development.
•Ensure compliance with Health and Safety regulations in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s equal opportunities and equality policies.
•Be responsible for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s carbon footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Occasionally attend meetings outside normal working hours.
