Purpose of the post
•Contribute to the work of developing, reviewing and introducing the category strategy and plan for all procurement associated with the corporate category, to include analysis of the market's ability, capacity and readiness to satisfy the Council’s business requirements;
•Assist with the work of determining defined service and business requirements to secure results and requirements for all expenditure associated with the category;
•Hold continuous reviews of expenditure and procurement activity of the specific categories to identify opportunities to realise benefits;
•Contribute to the work of developing, managing and reporting on strategic performance measures and key contracting in accordance with the Council’s performance management framework.

Main duties
•Responsible for delivering specific category plans of the Corporate category.
•Report on progress against the content of the category plans to the Category Manager and/or Corporate Procurement Manager.
•Develop an understanding of the market to submit a business case to deliver the needs of the relevant services for specific categories.
•Co-ordinate and facilitate the category management procedure and ensure relevant input by all stakeholders.
•Support other category specialists from all fields with tasks related to purchasing or procurement according to priority.
•Contribute to developing the Corporate category procurement strategy while ensuring compliance with the commissioning strategies / plans of relevant services.
•Undertake any procurement process where necessary including negotiating terms with providers on behalf of the services.
•Identify, deliver, own and report on the efficiency schemes of specific categories in line with the Council's corporate efficiency policy.
•Keep abreast of procurement developments which affect the category under their control.
•Work in a way which promotes a culture that is rooted in the concept of “one Council”.
•Develop and maintain an excellent working relationship with the key stakeholders in the commissioning and procurement field, including relevant service managers and suppliers in the public, independent and third sectors.
•Promote effective provision of services which focus on outcomes that will meet the future needs of the population of Gwynedd.
•Prepare scoping documents, briefing papers and agendas in accordance with requirements.
•Collaborate with internal and external agencies, ensuring that future services will meet the needs of the local population and maintain health, well-being and independence.
•Identify and benchmark the rates and costs of internal and external services jointly with finance teams, and contribute to developing measures, outcomes, targets and performance indicators that will ensure best value, quality and needs-led outcomes.
•Establish and lead task and finish steering groups for specific projects and produce progress reports on the implementation of the agreed plans, ensuring that the services are always informed of progress and promptly notified of any delays with implementation problems.
•Collaborate closely with legal services and finance teams, in accordance with the requirements on service and framework details, to identify any issues which need resolving in order to remodel provision.
•Support and/or delegate on behalf of the Category Manager at meetings with key stakeholders including Service Improvement Groups.
•Participate in training and development activities as agreed with the Category Manager and encourage good practice as a basis for arrangements and service provision in the category.
•Ensure awareness of relevant legislation, guidance and good practice.
Other Duties:-
•Manage and monitor risks, and solve any arising problems and issues, taking remedial steps, or escalating important issues to the Unit Manager according to the principle of management by exception;
•Verify and manage the quality of the products and outputs of the work expected by the post – by ensuring consistency, that they are compatible with the Council’s other strategies, and that they satisfy any other corporate technical and specialist standards;
•Operate within the Council’s policies and procedures in relation to equal opportunities and equality.
•Responsible for self-development;
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy;
•Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation..
•A commitment to reducing the Council’s carbon footprint in accordance with the Council’s Carbon Management Plan and to encourage others to contribute positively to reducing the Council’s carbon footprint;
•Undertake any other reasonable and proportionate duty which corresponds to the responsibility level of the post.
