Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Support the Head of Department in an executive role to ensure that the Department delivers effectively and efficiently in every field.
•Promote the work of the department and create partnerships to ensure we deliver to the best of our ability.
•Lead / manage specific projects on behalf of the Head of Department.
Responsibility for functions
•Equipment - Responsibility for equipment necessary to complete the day-to-day duties of the post.
Main duties
•Provide operational support to the Head of Department to assist them in carrying out their daily role. This will necessarily involve undertaking a wide range of duties as required. These duties include:
•Operate and participate in any meeting on behalf of and with the Head of Department's authority, where the need arises.
•Undertake research and recognise key trends in various areas, providing support and regular updates.
•Produce high quality documents (including reports for different forums and committees, discussion/evidence papers and reports) and ensure that they are appropriate for internal and external audiences.
•Run individual programmes or projects in various fields which will include undertaking various roles under the Council's project management system.
•Support the Head of Department with the performance challenge system, the Cabinet Member's performance report, the Department's Annual Report, the Council Plan and other documents of the same nature.
•Work closely with stakeholders in various fields, by fostering an effective and influential relationship with the Council’s principal officers, the Cabinet Members and external stakeholders as required.
•Coordinate and update the department's risk register and support the Head of Department and managers to introduce and deliver the mitigation measures.
•Support the Head of Department, Assistant Heads and Managers to ensure that our service Continuity Plans are current, practical and effective.
•Ensure that the Department can access current and relevant data to allow for efficient performance management.
•Look at good practice in other organisations and compare performance in specific areas of work against the performance of other similar organisations with the aim of discovering whether there are opportunities to learn lessons.
•Lead on public consultation and communication matters by ensuring that we raise awareness of progress in the individual areas of work.
•Support the Head of Department in responding to situations that need unique answers or a combination of answers that involve many different work fields across the Department.
•Support the Head of Department, Assistant Heads and Managers of the Department to establish the case for change, produce business cases and deliver change in specific work fields.
•Look into complaints and ensure that the Department learns lessons when the opportunity arises.
•Work in a proactive manner; be open to a different way of thinking; be energetic and committed with personal integrity to fulfil the above functions.
•Be responsible for personal development to be able to fulfil the post.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s carbon footprint.
•Undertake any other reasonable duty which corresponds to the salary and responsibility level of the post.
•A responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
