Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•The main principle of the Youth Justice Service is to prevent young people from offending and re-offending in Gwynedd and Anglesey.
•As such, it is responsible for the supervision, supporting and monitoring young people who come in contact with or are in danger of coming into contact with the formal Youth Justice sytem.
•Briefly, the Case Manager's role means shouldering responsibility for the general management of cases and for statutory issued court orders. This will ensure that each assessment and contact will be maintained in accordance with the National Standards and that all referrals are made to the services noted following Assessment.
Responsibility for functions
•Supervision/Guidance: from the Operational Manager of the Youth Justice Services (Case Management Team).
•The post-holder will have access to support staff
•As an employee of Gwynedd Council the post-holder will be entitled to the use of a Gwynedd and Anglesey YJS car.
Main duties
•To be responsible for managing cases of Statutory Orders and ensure that supervision and contact occur in accordance with the National Standards of the Youth Justice Board and case management guidelines.
•Develop and provide creative and innovative programmes to include group activity programmes with the aim of supporting and encouraging children and young people not to re-offend.
•Ensure that all the assessments and interventions with young people who are subject to statutory court orders are completed in accordance with the National Standards of the Youth Justice Board, Case Management Guidelines and Key Elements of Effective Practice. In addition to adhering to the National Standards every Assessment and Intervention should be completed to a high quality standard.
•To act as a representative and ambassador for the Youth Justice Services, attend and participate in relevant multi-agency meetings when required
•Represent the YJS in Local Youth Courts, Magistrates and Crown Courts to ensure timely/effective service to the Courts in relation to the needs of young people who offend and appear in Court.
•Work in partnership with children and young people and their families and ensure that those in the Youth Justice system who are before youth/crown courts /in custody are advised / supported / represented appropriately and their rights are safeguarded.
•Act as a representative in the YJS duty rota, attend Appropriate Adult duties and in the Remand court when required.
•Provide the courts with Pre Sentencing Reports if these are requested, or reports /other information in accordance with the National Standards of the Youth Justice Board.
•Complete Referral Order reports for Referral Order panels and attend panels to provide voluntary panel members with updates in relation to young people who are subject to Referral Orders
•Ensure that case minutes are in-putted into Careworks regularly and that the contents is correct and reflects all the contact in relation to the young person.
•Monitor the results for service users in the youth justice system and advise managers/co-workers of the changes required
•Gather, as appropriate, relevant statistical and monitoring information for local and national needs as required.
•Contribute to recruitment, training and supporting suitable volunteers and session workers if asked
•Be aware of national legislation and relevant local developments for young offenders and the Crime Justice System and share information with co-workers where relevant.
•In the context of the multi-agency team, working side by side with representatives from other agencies i.e. Probation, Police, Education and Health and contribute to the development of an effective team, learning, public profile and the development of a common culture of evidence based on practice.
•Participate in regular team meetings and individual supervision sessions.
•Be responsible for personal development and take part in development programmes and training provided by the YJS
•Promote and act in a non-discriminatory way, and operate in a way that is not oppressive towards co-workers and service users.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsible for reporting any concern or suspicion that a vulnerable adult is being abused.
Special circumstances
•It may be necessary to work unsociable hours at times including in the eventing and on weekends
