Main duties
•Assist with managing and developing Council procedures to ensure Compliance with Health and Safety legislation in relation with private sector properties.
•Carry out thorough Property inspections of private sector properties, in consultation with the users of the buildings.
•Interpret the data within a referral from the social services department and/or hospital occupational therapists, and use this information to carry out a conditional inspection of the property to ascertain feasibility of the works.
•Interpret the data within a referral from the social services department and/or hospital occupational therapists, and use the information to help draw up proposals for the required welfare adaptations.
•Create draft proposals in relation to the proposed adaptation works to aid further discussion with relevant parties involved.
•Lead and advise as to the most reasonable and practicable solution to meet the identified needs.
•Ensure that contractors are aware of their responsibilities and duties in relation to health and safety requirements.
•Ensure that contractors are aware of the issues identified in the early enabling report which are their responsibility to act upon, and monitor that they undertake the work to a set standard and on time
•Ensure that the Council's information systems are updated following any work to a private sector property.
•Commission work by other teams within the Council, and from external consultants.
•Prepare work specifications and designs, and appoint contractors and/or consultants, in accordance with the Grants Departments agreed procurement methods.
•Commission consultants to add value when required. Analyse the recommendations of the consultants, come to conclusions and act appropriately.
•Inspect work to ensure that it reaches the required standards in accordance with health and safety regulations, and represents value for money, including undertaking the role of the Clerk of Works on some plans.
•Follow the Council's guidelines with regard to commissioning and managing contractors.
•Advise contractors on sites on what to do when there are problems with the property/work.
•Interpret information and discuss and agree on the best route in terms of implementing.
•Commission contractors, and follow Council guidelines with regard to commissioning and managing contractors.
•Use support that adds value if you do not possess the skills and knowledge to resolve the issues yourself.
•Gain an understanding of the demand for the service through evidence.
•Act on the evidence to improve and develop the system and change the nature of the demand.
•Identify obstacles to effective and cost effective service provision, and provide support in removing obstacles.
•Ensure that quality is an integral part of every step of the work.
•Deal with, and scrutinise all invoices from contractors and follow the Council's financial systems.
•Make decisions based on the expertise level required for the work.
•Ensure that work is planned and delivered to a high standard of safety.
•Advise the public on the grants and loans service relevant to the Private Housing Sector, and inform them of their eligibility for assistance.
•Process grant applications for disabled facilities, the Grants Agency, the Private Housing Sector loans schemes, and project management plans, including examining plans, estimates and administrate and process applications on behalf of the applicants.
•Undertake all technical duties relevant to the disabled facilities grants services, loans and project management plans, consisting of – Carrying out initial survey of property, Developing computer aided drawings(Revit) - Schedule of works/ tender documents – Party wall agreements –Planning applications – Building regulation applications – Building over sewer agreements – Arrange asbestos surveys – Appoint external agencies – Contract administration – Produce and develop health and safety files on completion of works – Produce and develop pre construction development packs.
•Undertake detailed Property inspections of dwelling houses to establish actual condition and current and future investment needs.
•Commission consultants to add value when needed. Analyze consultants' recommendations, draw conclusions and take appropriate action.
•To audit work to ensure that it meets standards, in accordance with health and safety regulations and represents value for money including undertaking the role of clerk of works on some schemes.
•Follow the Council's guidelines for commissioning and managing contractors.
•Interpret information and decide on the best course of action.
•Commissioning of contractors following the Council's guidelines for commissioning and managing contractors.
•Draw on support that adds value if you do not have the skills and knowledge to resolve the issues yourself.

•Identify barriers to effective and cost effective service delivery and support the removal of barriers.

•To handle contractor invoices and follow the Council's financial implementation processes.

Lead on housing upgrades to equip them to be ready to let to tenants.
•Run construction projects on site taking over the project from establishing the brief to completion of the work on site.
•Ensure that housing complies with the full range of statutory housing requirements including the various health and safety regulations.
•Provide project support, technical information and all relevant housing purchase and development plan activities linked to the Housing Strategy Plan, as above.
•Provide project Assistance and technical knowledge to the empty homes teams and associated grants.
•Deal with all activities that are relevant to the Grants Agency.
•Undertake site visits and discuss with agents, undertakers and owners/tenants on the details and standard of the work.
•Assist in processing applications for payments associated with grant and loans work
•Be part of the process of managing and monitoring performance process in accordance with the requirements of the post.
•Implement the maintenance programme for the Council owned travellers site.
•Coordinate with other Council departments and outside agencies to process grants.
•Provide regular reports about expenditure and budgetary commitments.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.

Special circumstances
•There will be a need to work outside normal working hours on occasion, such as to attend Council Committees or meetings with residents, applicants or relevant partners.
