Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Manage the effective development and implementation of information technology systems, design of operational systems and service procedures in cost-effective ways that will lead to more efficient and effective working practices within the Department.
•Lead on performance monitoring matters and ensure that the Department complies with a performance monitoring system.
Responsibility for functions
•Finance – Responsibility for specific information technology projects to meet the Department's service delivery needs.
•Equipment – Responsibility for equipment necessary to perform the day-to-day duties of the job as well as specialist equipment, and the information technology software and hardware of the Department.
Main duties
•Take responsibility and accountability for one's own performance in relation to the provision of quality cost-effective information systems to all services within the Department.
•Provide specialist knowledge in systems development technologies, systems security, and ways to manage and assist the Department's services.
•Evaluate, implement and support software packages ensuring the best use of software investment to meet the Department's requirements.
•Be responsible for effective work planning within a robust service and performance management framework with a strong commitment to delivering to a high standard.
•Lead, manage, and deliver technology systems projects in accordance with the Department's priorities and the requirements of the Department's Management Team.
•Constantly evaluate customer requirements and provide high-quality customer-focused services.
•Ensure that performance management requirements are met, resulting in high levels of customer satisfaction.
•Train, mentor and support officers with less experience of using information technology systems and facilitate simple and consistent access for relevant Managers/Officers to workload and performance information.
•Be responsible for coordinating the use of information technology within the Department, such as maintenance contracts, software licences, software upgrades, and systems coordination.
•Manage the development and effective operation of the Department's computer and organisational systems and develop their use and full potential.
•Work in a manner that ensures the best value for the Council by adopting the principles of good practice within the area of information technology and operating in a way that is evolving and challenging.
•Coordinate reports and respond to relevant Department questionnaires.
•Develop and manage the information technology projects of the services, create guidelines and train users of computer systems as required.
•Administer, reconcile and update the Department's public information on the internal and external website and facilitate self-service opportunities that add value. Organise information to be disclosed on a Public Register and access to information.
•Ensure that the Department complies with statutory requirements for data collection, disclosure of information, maintaining public registers and producing and reporting on performance indicators.
•Ensure that the performance of services is regularly and constantly monitored and facilitate arrangements for Managers to be able to do this themselves.
•Ensure that Managers interpret performance monitoring information correctly and assist them in responding to the information appropriately.
•Support Managers to create and allocate proactive audit programmes based on risk, resources, efficiency and current enforcement priority principles.
•Utilise cutting-edge information technology skills to formulate and produce appropriate performance monitoring information that meets the needs of the services, members, and customers. Contribute towards the development of local performance indicators and set service standards and targets.
•Lead on Data Protection matters and act as the Department's Data Protection representative.
•ovide advice and support on information technology related issues to the Senior Transport Manager, Head of Regulatory Department, the Department’s Management Team, the Council and committees as required and attend committees and meetings as required.
•Contribute to the development of cross-service policies and procedures, and represent the Service on corporate working groups as required.
•Represent the Council on national, regional, and sub-regional groups relevant to the requirements of the post.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.

•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
