Purpose of the post
•Assisting Council Departments with property development schemes of all kinds.
•Assess options, formulate a brief and commission technical teams, where necessary, to run construction projects.
•Formulating programs For the client and managing project budgets.

Main duties
•The client officer is the first point of contact on any projects on behalf of the client
•Acting on behalf of the Services as a Client on projects such as:
•New buildings, extensions or renovations
•Energy Saving and Renewable Energy Schemes
•Simple civil engineering schemes
•Environmental Economic Development Schemes
•Undertake the duties of a Maintenance Officer (Role 2) for new or substantially restored buildings.
•Meeting the client and their representative to draw up a design brief for capital construction work as the first stage of the construction project
•Compile a comprehensive project brief based on client requirements, Council and Government policies.
•Ensure that construction projects comply with all technical and health and safety legislation including planning issues and building regulations
•Consult widely with building users at all levels to produce a comprehensive brief
•Acting as a project manager on capital plans ensuring that technical teams' work packages run smoothly and in line with the project schedule
•Acting as a Senior Supplier on large capital projects chairing Senior Supplier groups
•Organize, attend, and chair, user panels when consulting.
•Complete asset information sheets at the end of any work on a building.
•Appoint consultants and technical team members on the basis of best value to the Council.
•Using contractor and consultant frameworks
•Running the PQQ process on substantive plans
•Be a point of contact between the client and consultants from the start of the project
•Develop a program with a timeline for each stage of the project from making the brief to construction, so that the client is aware of the project routine.
•Communicate efficiently with the client throughout the project. Regularly report to the Project Board and update all users constantly and in a manner that is understandable to them.
•Providing documents and briefs and sending them out at competitive prices by external consultants, Architects, engineers, quantity surveyors and so on
•Preparation of grant applications and capital bids for capital schemes, including consultation and preparation of a comprehensive brief to receive competitive prices from in-house and external architects/consultants for arranging work planning
•Contribute to the submission of applications for subsidies to realise projects in the field of buildings and properties.
•Advising and resolving access and use problems of a building/resource for users and accessibility difficulties and Ensuring compliance with the requirements of the Equality Act 2010 in relation to access to buildings
•Ensure capital expenditure is profiled quarterly over the financial year managing the budget within these profiles.
•Undertake the Client's duties under the CDM 2015 rules on all projects.
•Ensure that developments comply with BREEAM requirements where applicable, and comply with funding conditions
•To co-operate and consult with the Faculty and Corporate Health and Safety Officer in relation to the identification of issues and situations of risk and to act as appropriate
•Working within and ensuring that site managers are operating in accordance with HSE requirements and Council policies
•Work within Financial year guidelines
•Monitor capital plan expenditure and assume responsibility for coordinating the reporting regime on the progress of that program.
•Responsibility for self-development
•To act within the Council's policy and procedures in relation to equal opportunities and equality.
•Ensure compliance with occupational health and safety rules in accordance with the responsibility set out in the Health and Safety at Work Act 1974 and the Council's Health and Safety Policy.
•Responsibility for information management in accordance with Council information management standards and guidance. Ensure that personal information is handled in compliance with Data Protection legislation.
•A commitment to reduce the Council's carbon emissions in line with the Carbon Management Plan and encourage others to take positive action towards reducing the Council's carbon footprint.
•Responsibility to report concern or suspicion that a child or vulnerable adult is being abused
•Any other corresponding duties as per the line manager's request.
Special circumstances
•A valid current driver's license and car business insurance.
•The post holder will be expected to participate in the out-of-hours service delivery scheme or when a specific emergency or case arises that require an urgent response.
