Purpose of the post
•Ensure that the people of Gwynedd are at the heart of everything we do.
•Assist to ensure that the public is aware of risks and ensure that appropriate safety measures are in place.
•Supervise and manage the beach daily and ensure that users comply with all the by-laws and regulations.
•Give advice to the public on safety matters and provide information regarding the tide and the weather.
•Register powerboats and issue launching and parking tickets.
•Collect and bank all the fees and complete all the associated administrative work.
•Manage and supervise a team of seasonal beach officers in the area.
•Provide basic first aid and call for assistance from the emergency services as required.
Complete any maintenance tasks as required.
Responsibility for functions
•Responsibility for the management and supervision of a team of seasonal beach officers.
•Responsibility for all safety equipment and informing a Senior Officer of any defects immediately.
•Responsibility for the safety of the registration / launch permits and for the collection and banking of the associated fees.
•Responsibility for all tools and equipment used to complete daily tasks and ensure that service vehicles and boats are maintained to the expected standard.
Main duties
•Responsibility for the management and supervision of seasonal beach officers.
•Give advice to the public on safety matters and provide them with tidal and weather information.
•Day-to-day supervision and management of the coast.
•Ensure that all powerboats are registered with Cyngor Gwynedd before launching is permitted.
•Collect registration / launch fees as published by the Council and bank all monies and complete all associated administrative work.
•Ensure that the driver of each vehicle pays the Council's published fees for beach access.
•Distribute safety leaflets to beach users.
•Ensure that the beaches are free from any risks and litter and ensure that the manager is immediately made aware of any hazards.
•Inspect all coastal safety equipment in accordance with the procedure and complete the appropriate forms.
•Advise the public on local policies, regulations, and local by-laws.
•Ensure that the appropriate information forms are completed at the end of every day.
•Consult daily with the Harbourmaster’s and assist as required.
•Assist the emergency services and provide basic first aid as required.
•Ensure that boats comply with IRPCS / by-laws and policies and inform the manager of any incidents.
•Assist with maintenance of the speed restriction zone buoys and launch areas by ensuring that boats comply with local navigation regulations.
•Clean the service's vehicles on a daily basis.
•Ensure that the requirements of beach awards are met.
•Ensure that the public comply with by-laws and dog orders.
•Disposal of animal carcasses from the coastline as required.
•Update information on the notice boards as required.
•Responsibility to ensure that any work is undertaken by fully complying with any risk assessment, safe way of working or methodology statement.
•Ensure that a dynamic risk assessment is conducted before undertaking any task.
•Responsibility for self-development.
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsible for managing information in accordance with the Council’s information management guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
•Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special circumstances
•Must be willing to work weekends, Bank Holidays and some evenings as required.
•Must also be prepared to respond to a 'call out' at any time in emergencies.
•Working hours will be 37 hours over five days.
