Purpose of the post
•Ensure that the people of Gwynedd are at the centre of everything we do.
•Raise the standard of service in the care field by securing suitable qualifications in accordance with the national qualifications framework.
•Collaborate and negotiate with external training providers to ensure an adequate supply of qualifications for care workers
•Work with managers to identify suitable candidates to undertake care qualifications at different levels, developmental programmes and the induction scheme.
•Coordinate a direct care staff induction programme
•Coordinate specific development projects and programmes within the field

Main duties
•Contribute to the planning of new developments in relation to qualifications and specific areas in the field of care on a national, regional and local basis, and assist with their implementation.
•Work jointly and advise managers on the selection of employees to undertake a qualification level that is suitable for the post.
•Create processes to ensure that managers within the field of work commit to provide evidence and suitable support to employees who undertake care qualifications, developmental programmes and the induction scheme.
•Undertake a learning support role if necessary in situations when specific difficulties or needs are identified.
•Support managers with monitoring the progress of candidates and assessors internally and through partnerships with external providers.
•Create a qualifications scheme for the Gwynedd Workforce Development Partnership as part of the Social Care Wales Workforce Development Programme.
•Take responsibility for the quality assurance process for care qualifications in Gwynedd that corresponds with the requirements of the awarding body and training providers.
•Collaborate with the services on an induction scheme for workers who provide direct care/support.
•Provide training on the induction programme and other areas within the field of care.
•Quality assurance and keep induction e-learning programmes up to date
•Organise an induction programme jointly with the training officer
•Set up new projects in the services jointly with training officers
•Monitor the progress of workers who provide direct care/support on the induction program.
•Provide an induction programme for new care provider managers in line with SCW and CIW regulatory expectations.
•Collaborate with the services, BCUHB agencies and private training providers on training provision and assess the competency of employees who provide/support direct care including keeping records up to date.
•Work in partnership with training and qualification providers including local education institutions including monitoring the quality of provision.
•Collaborate with training providers and the services on resolving quality assurance issues that arise.
•Monitor the progress of individuals following relevant care qualifications, which may include:
1.Quarterly/monthly report from training providers.
2.Virtual/face-to-face meetings with training providers, individuals and managers.
3.Support individuals with issues that may arise during the completion of the qualifications.
•Support employees with basic skills and interpersonal skills.
•Coordinate the champions programme within the care services.
•Collaborate with Gwynedd Care Academy on care qualifications and career pathways.
•Coordinate the annual collection of data for the workforce that provides/supports direct care in accordance with the expectations of Social Care Wales.
•Responsible for self-development
•Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
•Operate within the Council’s policies in relation to equal opportunities and equality.
•Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.
•Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and encourage others to act positively towards reducing the Council’s Carbon Footprint.
•Undertake any other reasonable duty which corresponds with the salary level and responsibility level of the post.
