Purpose of the Post
Ensure that the people of Gwynedd are at the heart of everything we do.
Develop personal ability in technical matters mainly in terms of preparing drawings and documents using various computer software packages.
Undertake a leading role to assist in the development of the technical skills of the Unit's staff and junior staff
(Technicians).
Be part of a flexible project team and assist engineering and technical staff on projects.
Assist to ensure that YGC operates on a commercial basis and adapts itself to compete effectively.
Be fully committed to satisfying the client's needs.
If necessary, assist the Engineers' Representative with their duties and construction projects.
Fulfill the requirements of health and safety and environmental legislation.
Assist with the requirements for financial management as part of the project.
Responsibility for functions . e.g. staff, budgets, equipment
Find and maintain the latest information regarding:-
- current best practice in design matters
- technical standards and developments (including current technology), and professional and statutory
responsibilities (including e.g. those under the Health and Safety at Work etc. Act 1974, Construction Act 1984, Wildlife and Countryside Act 1982, Habitats Regulations 1994 and suitable Regulations e.g. CDM regulations) and their application to the work and functions being carried out.
Assist in the Supervision of secondary staff.
Assist in ensuring that YGC meets the Council's requirements.
Ensure that all timesheets and staff approvals are completed in accordance with YGC procedures.
The post holder is expected to comply with Health and Safety requirements and co-operate with the YGC Health and Safety representative.
Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in a manner that complies with data protection legislation.
Main Duties
Develop and maintain a professional relationship with clients.
Assist engineering and technical staff to complete projects including a range of technical, administrative and drawing office duties commensurate with the level of training, expertise and competence of the individual post holder.
Completion of Highway Infrastructure Audit Assessments and maintenance work.
Undertake CCTV inspections and topographical surveys, and document the findings.
Ensure that projects comply with health and safety and environmental legislation and regulations.
Assist in Supervising work on construction sites when necessary and complete delegated responsibilities and duties appropriately.
Operate and manage computer systems and software. Assist in the development of software systems at YGC.
Liaise with other services, statutory undertakers, other authorities, external organisations, and individuals involved in all aspects of the work.
Report to, and receive instructions from Senior Staff, regularly and as necessary to ensure that the work progresses properly.
Main Duties
Assist in supervising and guiding the work and development of junior staff.
Other administrative, technical and professional duties that are relevant, and proportionate to the authority of the post.
Responsibility for self-development.
Ensure compliance with Health and Safety rules in the workplace in accordance with the responsibilities noted in the Health and Safety at Work Act 1974 and the Council’s Health and Safety Policy.
Operate within the Council’s policies in relation to equal opportunities and equality.
Responsible for managing information in accordance with the Council’s information management guidelines.
Ensure that personal information is treated in accordance with Data Protection legislation.
Commitment to reducing the Council’s carbon emissions in accordance with the Carbon Management Plan, and to encourage others to act positively towards reducing the Council’s Carbon Footprint.
Undertake any other reasonable duty which corresponds to the salary level and responsibility level of the job.
Responsibility to report any concern or suspicion that a child or vulnerable adult is being abused.
Special Circumstances e.g. the need to work unsociable hours, special working arrangements etc.
Assist in managing own expenditure on projects.
Ability to work under pressure.
The requirement to work outdoors, and in confined spaces, in bad weather at times.
The requirement to work outside normal office hours in Public Inquiries, consultations, exhibitions and Council meetings etc.
